KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Single Scope Background Investigation (SSBI).
•You must be able to obtain and maintain a Top Secret/ SCI Clearance.
•You must pass Drug and Alcohol Screening, subject to random drug tests.

DUTIES:
This Transportation Security Specialist (TSS) position is assigned to the International Operations Division (IO), Office of Global Strategies (OGS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). As a TSS, you will be responsible for assisting the Afghan Ministry of Transportation and Civil Aviation (MOTCA) in establishing aviation security plans, aviation security training, aviation security procedures, and helping to prepare the airport for meeting international aviation security standards. You will serve as the TSA focal point in Kabul for meeting the aviation security objectives. You will support MOTCA in the development of national aviation security requirements, and provide support to the development of specific aviation security measures, processes, training, and systems for Kabul (KIA), Kandahar, Mazar-e-Sharif, and Herat International Airports. Typical assignments will include:
•Serving as advisor to MOTCA in developing a security program for KIA. Recommending courses of action for the Federal Aviation Administration (FAA) and TSA, scheduling/developing requirements to meet international aviation security standards, key milestones, personnel requirements (management, training, and procedures), and equipment requirements.
•Preparing an internal document to help FAA and TSA assist MOTCA in meeting their overall security plan at KIA. Preparing monthly reports to document MOTCA progress, internal plan status (cost, schedule), accomplishments and issues.
•Advising and assisting MOTCA and KIA in meeting aviation security and national aviation security requirements, and helping to guide and train personnel to achieve operational compliance.
•Assisting in the development of policies and programs, determining training programs, selecting personnel and equipment, and providing on the job training for key personnel
QUALIFICATIONS:
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience would include:
•Applying or developing transportation security policy or programs in an enforcement, investigation, inspection or compliance arena;
•Managing a transportation security program;
•Providing legal advice or consultation on transportation security policies;
•Serving as an advisor to senior leadership on transportation security programs; and
•Providing legal or inspection work in accordance with transportation security compliance requirements.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
