Professional Solutions Delivered, LLC (ProSoDel) is a solutions provider for government and commercial customers in the areas of Program Management, Systems Integration, Logistics, and IT Support Services.  We are currently seeking a Database Developer to join our technical team that supports the Marine Corps Center for Lessons Learned. The Database Developer will be responsible for the design, development, deployment, and production support for Marine Corps Center for Lessons Learned SQL Server data environments. The Database Developer will be a key contributor in implementing forward thinking solutions.

JOB DUTIES/RESPONSIBILITIES for  SQL Database Developer Quantico VA:
Participate in all phases of full life-cycle development / maintenance of systems, including requirements analysis, applications design, implementation, testing, deployment and documentation
Design, develop, and execute ETL packages to transform data using stored procedures, functions, and SQL scripts in a Microsoft SQL Server environment
Develop and modify stored procedures and T-SQL scripts in response to validation exceptions
Design, implement, and maintain new and existing database objects including tables, indexes, constraints, stored procedures, and user-defined functions in support of data conversion projects
Design, evaluate, recommend, and initiate changes of database programs and reporting platforms
Design and develop processes to support large scale systems for data processing, transformation, data quality, reporting and analytics
Perform SQL Server and other file administration activities (backup, restore, DBCC commands, indexing, shrink)
Engage in query performance tuning
Stay current with Microsoft SQL Server and current database concepts
Optimize existing processes to increase performance and improve productivity
Build effective cross-functional relationships with internal team members
Portray the company in a positive image
Abide by all rules, regulations and policies of the employer
Learn, use, and maintain an established set of internal tools and other technologies as necessary
Perform other job-related duties and responsibilities that may be assigned from time to time

REQUIRED SKILLS / EXPERIENCE for  SQL Database Developer Quantico VA:
5+ years’ experience in relational database design, development, and implementation
5+ years development for ETL solutions
Thorough understanding of RDBMS
Strong working knowledge of application and T-SQL code and must be able to demonstrate the ability to write functional requirements
Ability to perform data analysis to identify data patterns and anomalies
Ability to perform data analysis to develop solutions or alternative methods of proceeding
Ability to lead without direct supervision
Ability to communicate effectively with project leaders and senior management regarding key milestones, success criteria and risks
High degree of emphasis on problem-solving skills, including identifying and accepting a challenging situation and creating and implementing a solution
Ability to professionally interact with clients at all levels of the organization

Military-Civilian Civilian Divide


















A squad of long-distance military runners are on a cross-country campaign to help teach civilians how to interact better with veterans.
Their battle cry: Charging civilians to go beyond the usual “thank for you service.”

The group is made up of University of Delaware ROTC cadets and two freshly-minted Army second lieutenants. They call themselves Team Reviresco, Latin for renewal.

“Too many veterans feel like their sacrifice wasn’t worth anything, because no one seems interested in what they did,” says the team's co-founder 2nd Lt. David J. Dinerman. “The problem is, most civilians don’t know how to start that conversation.”

Operating out of a converted school bus that operates as their rolling home and support station, this is the third major cross-country run they’ve done since forming the group three years ago. Most of the miles are covered relay-style, with runners swapping out about every five miles.

He says the group runs to draw attention to the need, but also to actually teach people along the way.

Veterinary Technician Middle East

The Veterinarian Technician is a member of a field veterinarian and veterinarian technician team responsible for the overall canine health of canines supporting the Department of State Explosive Detection Canine teams.  The technician will report to the Veterinarian. Performance locations will be OCONUS in both Iraq and Afghanistan.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

Required Skills For Veterinary Technician Middle East
Minimum Position Requirements
Shall possess or be able to obtain a minimum SECRET level clearance.
Shall have an Associate’s degree in Veterinary Technology or a current Veterinary Technician Certificate from an accredited university.
Shall have a minimum experience of two (2) years in a private practice or the military.
Shall have a minimum experience of two (2) years in working independently and decision-making in canine medical emergencies, combat-related injuries preferred.
Shall have knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo (this includes uses of chemicals and their interactions, danger signs, production techniques, and disposal methods).
Shall have a minimum experience of two (2) years in maintaining canine health records and canine international health certificates
Shall have experience with a microchip program that scans, reads and tracks canines
Shall be willing to live and work in conflict/combat areas or similar hazardous environments.

Position Duties For Veterinary Technician Middle East
Examine animals to detect nature of diseases or injuries.
Treat sick or injured animals by prescribing medical, setting bones, dressing wounds, or performing emergency/stabilizing surgery.
Inoculate animals against various diseases such as rabies and distemper.
Collect body tissue, feces, blood, urine, or other body fluids for examination and analysis.
Operate diagnostic equipment such as radiographic and ultrasound equipment, and interpret the resulting images
Advise handlers regarding sanitary, feeding, and general care necessary to promote health of animals.
Educate handlers/trainers about diseases that can be spread from animals to humans.
Train and supervise workers who handle and care for animals.
Establish and conduct quarantine and testing procedures that prevent the spread of diseases to other animals or to humans, and that comply with applicable government regulations.
Perform administrative duties such as scheduling appointments and maintaining business records
Inspect and test animals to detect the presence of communicable diseases.
Plan and execute animal nutrition and reproduction programs.
Inspect animal housing to determine cleanliness and adequacy

Required Experience For
OTHER REQUIREMENTS:
Must have a valid, current U.S. Driver’s License
Must have a current U.S. Passport.
Must sign a CHS Foreign Service Agreement (FSA) and is bound to the terms and conditions of the   FSA.
Shall be proficient in the ability to speak, write and communicate in English.
Work hours are based on a 72 hr. work week; typically six 12 hour days but other variations may apply.
Requires a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation or Secret clearance conducted by the Department of State, Bureau of Diplomatic Security.
Shall Attend a Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the MSSI-Iraq contract. Training may include: Combat First Aid, Weapons, Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery.
Shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.
Ability to communicate clearly and effectively, both verbally and in writing.

Senate Moves to Change Vets’ Preference in Federal Hiring

In passing a major defense policy bill on Tuesday, the Senate also agreed to limit veterans’ preference in federal hiring.

Veterans’ preference would only apply to a vet’s first job in federal service under a provision in the Senate fiscal 2017 Defense authorization bill. The provision, which is new this year, would not allow veterans’ preference – a confusing and often controversial factor in federal hiring – to be an advantage in any subsequent federal jobs that an eligible employee applies for. In other words, vets would receive the additional points that veterans’ preference confers during the application process for their first jobs in federal government, but not for any future positions within the competitive service.

The measure also would affect certain close relatives of veterans, including spouses and parents, who are eligible for veterans’ preference under specific circumstances when applying for federal jobs. While the provision is part of the annual Defense policy bill, it would apply governmentwide.

The House NDAA, which lawmakers in that chamber passed last month, does not contain a similar provision.

It’s not clear whether the veterans’ preference limit will end up in the final version of the NDAA that the House-Senate conference committee crafts. The House Armed Services Committee would not comment on the issue. “Committee policy is not to comment on provisions that will be a subject of conference,” said Claude Chafin, the committee’s communications director, by email on Wednesday.

Rep. Jeff Miller, R-Fla., who is chairman of the House Veterans’ Affairs Committee and is a member of the Armed Services Committee, said vets’ preference shouldn’t be an issue.

“The way veterans preference works is that when a hiring decision comes down to two equally qualified candidates and one is a veteran, the veteran gets hiring preference. Anyone who believes otherwise is misinterpreting the law,” Miller said in a statement earlier this month on the subject.
Many hiring managers, human resources specialists and veterans do not understand how vets’ preference works in federal hiring. It’s played a role in complaints filed over whether the benefit -- designed to help former service members find jobs and increase diversity in government – was applied fairly. Veterans and non-veterans have complained about being shut out of government service because of it.

The “rule of three” in competitive service hiring required that eligible vets receive an extra 5 to 10 points during the application process. But since 2010, agencies have increasingly used the “category rating” system (the "rule of three" is still on the books, however) which splits candidates into different “qualified” categories, resulting in a list of the most qualified applicants that HR specialists send to hiring managers. So, if a veteran and a non-veteran are equally qualified for the job, the veteran will prevail because of vets’ preference. But not all applicants have the necessary basic qualifications for a job, and sometimes you might have two qualified vets competing against one another for a job that only one of them will get.

Cheston McGuire, press secretary for the American Federation of Government Employees, has said that the union opposes the proposed change to vets’ preference in the Senate NDAA, and doesn’t support “the limiting of veterans’ preference across government.”

Another provision in the Senate NDAA would repeal the Defense secretary’s authority to waive the 180-day restriction on military retirees leaving the service and taking a civilian job in the department, based on “a state of national emergency.” Lawmakers expressed concern over the influx of military retirees – more than 41,000 -- hired by Defense within 180 days of retiring between 2001 and 2014, according to the Senate Armed Services Committee’s NDAA report. More than one-third of those hires were made before the service member retired, and more than half were appointed within one pay period post-retirement.

“These figures strongly imply a significant number of these members were hired directly into the offices which they supported while in the military,” the report said. “While not improper, per se, it does, as the MSPB report noted, create suspicions.” The committee was referring to a 2014 Merit Systems Protection Board report on veteran hiring into the civil service.

“The committee appreciates the unique and broad experience military retirees bring to the civil service, but the committee also recognizes the virtues afforded by career civil servants,” the Senate report said. “Most military retirees and other veterans already receive hiring preferences in recognition of their service. Beyond that, the committee believes veterans and retirees should compete on equal footing with other qualified applicants.”
