Ineligible Veterans Now Eligible
A new federal policy could help veterans
with Post Traumatic
Stress Disorder (PTSD), and who are presently ineligible for benefits,
get the medical care and benefits they
need. The Department of Defense set down new guidelines to work with veterans
who are trying to upgrade discharges to get medical help. This new set of
guidelines is for veterans who have been diagnosed with PTSD or
who do not realize they have PTSD.

Driver's License benefit/designation
Last year Governor Brown signed legislation that required the California Department of Motor Vehicles (DMV) to offer special driver’s licenses to veterans. The license has a “veteran” marking indicating service in the United States Armed Forces. This new program went into effect on Veterans Day, November 11, 2015. The designation “VETERAN” can be printed on an original, renewal, or duplicate DL/ID card for a one-time fee of $5.00 in addition to the cost of the DL/ID card (usually around $30.00).
In order to receive your veteran driver’s license, you’ll
need to visit your County Veteran Services Office (CVSO) to obtain the
verification form. The verification form will only be available at the CVSO. If you’ve been seen in the office and we have
your discharge document (DD214) on file we can verify veteran status, otherwise
you’ll need a certified copy of your DD214 indicating Honorable or General (under
honorable conditions) or that you served in a Guard or Reserve component and
were mobilized for federal active duty. If you received any other type of
discharge you should discuss this with our staff. The CSVO will review the
documents presented and approve/stamp the verification form. You can then take
it to the DMV. During your visit our CVSO staff will also discuss the many
federal, state, and local benefits for which you may be eligible.
If you don’t have a copy of your discharge document, the
CVSO can assist you in ordering it or you can order a copy on line by going to:
http://www.archives.gov/veterans.
When we meet to discuss the form, you will also have an opportunity to discuss
the many federal and state veterans’ benefits and local resources. The CVSO can assist you in filing an
application for benefits.

with federal and state veterans’ benefits and local resources. To determine
eligibility for any of these benefits, visit or call (805 477-5155) our
office. We will assist with completing

Veterans Initiative in the Arts, grant opportunity
VIA provides project and partnership support for nonprofit arts organizations, local arts agencies, and veteran’s assistance agencies to reach veterans, active military, and their families.

Suspends GI Bill Approval for ITT
Technical Institute
SACRAMENTO – In order to protect the
hard-earned GI Bill Education benefits for more than 1,400 California Veterans,
the California State Approving Agency for Veteran Education (CSAAVE), a
division of the California Department of Veterans Affairs (CalVet), sent a "Notice
of Suspension" to all California colleges owned and operated by ITT
Educational Services, Inc. (ITT).
“CalVet takes very seriously
our duty to ensure our California Veterans receive the education and training
they are paying for with their earned GI Bill benefits,” said Keith Boylan,
CalVet Deputy Secretary of Veteran Services. “CSAAVE suspended ITT because ITT
does not meet the required accreditation standards for approval.”
The notice of Suspension
precludes ITT from future enrollment or reenrollment of Veterans or their
dependents utilizing GI Bill education benefits provided by the U.S. Department
of Veterans Affairs (USDVA). ITT, doing business in California as ITT Technical
Institute, operates 15 campuses in California.
The Suspension was initiated
by CSAAVE as a result of ITT’s filings with the U.S. Securities and Exchange
Commission (SEC) evidencing the company’s inability to produce audited
financial statements required by the SEC and the U.S. Department of Education.
USDVA regulations authorize CSAAVE to suspend non-compliant institutions.
ITT has until July 13, 2015,
to correct the discrepancies, or CSAAVE will withdraw approval. CalVet
staff continue working closely with Veterans and ITT to minimize the impact of
the Suspension on the Veterans.
