You will serve as the senior technical representative, providing engineering subject matter expertise throughout the acquisition and system lifecycle for multiple, complex technologies to support security screening.
Duties include:
•Managing the requirements development process by conducting workshops to gain user/stakeholder input for technical, operational, and functional requirements. Designing and developing detailed rationale for system requirements, determining system growth paths, and examining potential deployment options prior to finalizing system documentation.
•Interfacing with internal and external stakeholders such as Integrated Product Team members, airports, airlines, industry associations, and the Department of Homeland Security (DHS) Science and Technology Directorate to define and implement requirements for next generation capabilities and systems.
•Conducting modeling and simulation, special studies, and detailed analyses of equipment to evaluate suitability, reliability, and effectiveness trends. Making recommendations for system improvements or enhancements and changes to practices, policies, or standard operating procedures; formulating detailed briefings/discussions of areas/issues for presentation, and briefing senior agency leaders for consideration.
•Leading continuous improvement activities for equipment. Monitoring key technical developments and operational trends in order to identify potential improvements to existing equipment, the development of new capability/technology, or modification of designs.
•Evaluating the effectiveness of system changes to ensure objectives are achieved. Conducting follow-up evaluations to assess results of related projects, studies, and other management actions geared to improve performance and strategies.
•Managing engineering projects for all assigned technologies. Planning, directing, controlling, and coordinating all related activities. Identifying resource needs, formulating team membership, and developing specific plans and milestones for completing activities and leading implementation

QUALIFICATIONS REQUIRED:
In addition to the basic requirements, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. DUTIES:
This Supervisory Transportation Security Specialist position is located in the Office of Intelligence and Analysis (OIA), Vetting Operations Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will serve as the Deputy Director responsible for vetting transportation workers and passengers in order to mitigate threats to the Transportation sector.  You will also be responsible for analyzing the vetting data from across the covered populations to identify trends and patterns.  You will assist the Director in directing and managing over 300 employees located in five subordinate branches for a 24 hour/7 day a week operation.  Typical assignments will include but are not limited to:
•Ensuring the development and deployment of vetting processes to support OIA operational needs and functional capabilities.
•Vetting and identifying individuals who pose a threat to the transportation system by virtue of their terrorism nexus, criminality, or immigration status.
•Maintaining operational and situational awareness, and escalating vulnerabilities to leadership.  Ensuring notification to TSA leadership of imminent threats, and briefing the situation and potential implications to the management chain.
•Reviewing privacy programs, periodically planning and enacting adjustments in response to compliance reviews, and developing and implementing quality assurance protocols.
•Providing operational requirements and prerequisites for transitioning future developments and improvements into ongoing operations.
Supervisory/managerial duties include serving as a first or second level supervisor typically over more than one unit/project/program within a major subdivision; planning both routine and complex work to be accomplished, assigning work, setting priorities and reviewing and evaluating work and performance of subordinates; coaching and developing employees; approving leave; taking, recommending or approving disciplinary actions; managing budget and assigned resources, human resources, and applicable administrative policies and processes; resolving problems independently and recommending new policies and procedures that impact the objectives of the unit(s) managed as well as internal and external customers.

This site as well as the Veterans-For-Change Yahoo Group and Memorial site are dedicated to the memory of my father for his service to our country and being contaminated by Agent Orange which caused his ALS.
 
Dad served in the Marine Corps for 26 1/2 years, having been stationed at NAS Memphis, Tn., NAS Jacksonville, TN, MCAS El Toro, MCAS Cherry Point, Da Nang, Viet Nam, MCAS (LTA) Tustin, Iwakuni Japan, back to El Toro, where dad finally retired.
 
I too served our country in the Navy having been stationed in Orlando, Florida, however, I never saw battle, but I still feel quite strongly all Veterans are due a huge debt from our Country and most have not, may not, and will never see what is due them due to the inadequacies of the VA and our government. He always believed he could make a difference.
 
When dad retired he had a mission, that mission was to see to it that every single veteran got their benefits, services, medical attention, proper medical facilities, etc..
 
Dad was a member of the American Legion and Veterans of Foreign Wars in Midway City, California and served as Post Commander for the VFW for a short time until his health wouldn’t allow him to continue, and while dad lay in the hospital during his last few days, he asked me to make several promises to him, one of which was to continue his battle with the VA and help any veteran as best I could to achieve the benefits they deserved.
 
Dad passed away April 24, 2006, and since May of 2006 I have been battling every single day doing all that I know to do to fight for Veterans and their needs.
 
In August 2006 the VFW Post Membership voted and was passed that the Post be renamed the Leslie A. Davis Memorial Post #11549. On November 7, 2006 the renaming was Certified by the VFW and on December 18, 2006 the VFW Post held a service to present mom with a Plaque to show the name change.

As a member of the military community, you are in a unique position to help other military personnel and their families cope with the stresses of deployment and the return to civilian life. You may already know service members who suffer from post-traumatic stress, anxiety and depression or have seen up close how these conditions can lead to substance abuse, domestic violence, child abuse and suicide. You may know widows or widowers who are grieving while trying to raise a family without the support of their partner.

Social workers all over the country help veterans and service members recover from the stresses of war. Most licensed social workers don’t have the particular vantage point of having lived in a military culture — but you do. Since you’ve been there, you can be helpful in treating the challenges that military personnel and their families face. 

It sometimes seems that the most common problems of service members differ very little from the problems of civilians. Yet service members often have added complications. For example, many worry about being seen in counselors’ halls and waiting rooms, and about being consequently judged. They worry about confidentiality. They long for privacy, yet have doubts that their insurance can protect them. Some believe that no matter what the organization, if it’s affiliated with the armed forces, their records could easily be shared with other branches and departments. Civilians may have similar feelings, but service members sometimes carry with them an even greater shame of being perceived as flawed or weak in some way.
Service members also often report frustration with the amount of red tape associated with accessing services. When the emotional and behavioral problems become too great, they may reach out to the mental health services of their military insurance plans. However, they often report uneven quality of services, problems with continuity of care, restrictions on the number of mental health sessions or lack of freedom to pursue the options they deem best. Service members and their families deserve a high quality of care by virtue of their service and sacrifice. This is where you can truly make a difference.

To qualify for the SV-J Pay Band, equivalent to GS-14, you must have one year of specialized experience equivalent to the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience would include:
a) assisting in managing aviation screening operations, administering laws, regulations and policies pertaining to aviation and transportation security, and applying knowledge of aviation security and screening standards for airport employees and passengers;
b) evaluating and making recommendations concerning policy issues and aviation security operations; and
c) evaluating airport risk assessment policies and procedures.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

DUTIES:
You will serve as the Director, Global Compliance Division and participate with the Assistant Administrator, Office of Global Strategies (OGS) and collaborate with other Assistant Administrators in establishing the strategic direction for international aviation inspections managements and services. You will be leading the division responsible for conducting airport assessments and air carrier inspections at foreign airports from which non-U.S. airlines operates to the United States, and those locations from which U.S. airlines fly (regardless of their destination). These visits are conducted in accordance with U.S. laws and regulations and international Standards and Recommended Practices. You will lead OGS in the enhancement of cooperation with foreign counterparts within the transportation communities, and share best practices amongst most foreign counterparts in an effort to strengthen relationships and partnerships.  You will oversee, directly and indirectly, manage and support a staff over 150 personnel located in seven Regional Operations Centers (ROCs) around the world and in Headquarters.  You will provide management and technical guidance and direction to the assigned inspections workforce, and evaluate external international aviation security systems that are subject to their inspection.  You will provide management guidance and direction in the interpretation, application and implementation of inspection and enforcement laws, guidelines, policies and procedures applicable to external activities (e.g., the aviation industry, industry contractors), and with impact and relationship to the Transportation Security Administration’s mission in international aviation operations.  You will manage external international aviation security programs, including the approval of new airline operations from foreign airports, in order to verify full implementation of the appropriate security programs.  You will provide innovative and expert leadership in the establishment and implementation of aviation inspection policies and procedures as they relate to regulatory inspection and enforcement, in accordance with applicable Federal and Departmental policies, procedures, laws and directives.  You will establish and maintain an operations communication system capable of sharing information rapidly within the Office’s overall inspection structure.  You will advise the Assistant Administrator on inspection management programs and enforcement requirements and methods to safeguard airports in his/her area of responsibility.  You will promote an equal opportunity environment by fostering fairness in selections, encouraging and recognizing achievements, ensuring fair treatment of minority group employees, and demonstrating sensitivity to the developmental needs of all employees including minority groups, women and persons with disabilities.  You will provide management oversight and direction concerning personnel, policies and programs (e.g., human resources, budget, information technology, facilities, equipment, and procurement); and ensure the efficient and effective acquisition, use, distribution and disposal of Office resources in compliance with applicable policies, procedures, laws and directives.
