KEY REQUIREMENTS:
•You must possess U.S. Citizenship.
•You must complete a favorable Single Scope Background Investigation (SSBI).
•You must be able to obtain and maintain a Top Secret/SCI Clearance.
•You must pass Drug and Alcohol Screening, subject to random drug tests.           

DUTIES:
You will serve as the Director, Global Compliance Division and participate with the Assistant Administrator, Office of Global Strategies (OGS) and collaborate with other Assistant Administrators in establishing the strategic direction for international aviation inspections managements and services. You will be leading the division responsible for conducting airport assessments and air carrier inspections at foreign airports from which non-U.S. airlines operates to the United States, and those locations from which U.S. airlines fly (regardless of their destination). These visits are conducted in accordance with U.S. laws and regulations and international Standards and Recommended Practices. You will lead OGS in the enhancement of cooperation with foreign counterparts within the transportation communities, and share best practices amongst most foreign counterparts in an effort to strengthen relationships and partnerships.  You will oversee, directly and indirectly, manage and support a staff over 150 personnel located in seven Regional Operations Centers (ROCs) around the world and in Headquarters.  You will provide management and technical guidance and direction to the assigned inspections workforce, and evaluate external international aviation security systems that are subject to their inspection.  You will provide management guidance and direction in the interpretation, application and implementation of inspection and enforcement laws, guidelines, policies and procedures applicable to external activities (e.g., the aviation industry, industry contractors), and with impact and relationship to the Transportation Security Administration’s mission in international aviation operations.  You will manage external international aviation security programs, including the approval of new airline operations from foreign airports, in order to verify full implementation of the appropriate security programs.  You will provide innovative and expert leadership in the establishment and implementation of aviation inspection policies and procedures as they relate to regulatory inspection and enforcement, in accordance with applicable Federal and Departmental policies, procedures, laws and directives.  You will establish and maintain an operations communication system capable of sharing information rapidly within the Office’s overall inspection structure.  You will advise the Assistant Administrator on inspection management programs and enforcement requirements and methods to safeguard airports in his/her area of responsibility.  You will promote an equal opportunity environment by fostering fairness in selections, encouraging and recognizing achievements, ensuring fair treatment of minority group employees, and demonstrating sensitivity to the developmental needs of all employees including minority groups, women and persons with disabilities.  You will provide management oversight and direction concerning personnel, policies and programs (e.g., human resources, budget, information technology, facilities, equipment, and procurement); and ensure the efficient and effective acquisition, use, distribution and disposal of Office resources in compliance with applicable policies, procedures, laws and directives.

QUALIFICATIONS REQUIRED:
To qualify for this position, you must have one year of specialized experience at a level close to the level of the work of this job that has given you the particular knowledge, skills, and abilities required for successful performance. You would typically gain this experience by working within this field or a field of work that is closely related. Such experience includes providing innovative and expert leadership in the establishment and implementation of aviation inspections policies and procedures and may be gained in areas of aviation, auditing, cargo handling, law enforcement, or security.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the "How You Will Be Evaluated" section of the Job Opportunity Announcement. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
