DUTIES:
If you are selected for this position, you will serve as a General Engineer in the Checkpoint Technology Division (CTD) or Checked Baggage Technology Division (CBTD) within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will serve as the senior technical representative, providing engineering subject matter expertise throughout the acquisition and system lifecycle for multiple, complex technologies to support security screening.
Duties include:
•Managing the requirements development process by conducting workshops to gain user/stakeholder input for technical, operational, and functional requirements. Designing and developing detailed rationale for system requirements, determining system growth paths, and examining potential deployment options prior to finalizing system documentation.
•Interfacing with internal and external stakeholders such as Integrated Product Team members, airports, airlines, industry associations, and the Department of Homeland Security (DHS) Science and Technology Directorate to define and implement requirements for next generation capabilities and systems.
•Conducting modeling and simulation, special studies, and detailed analyses of equipment to evaluate suitability, reliability, and effectiveness trends. Making recommendations for system improvements or enhancements and changes to practices, policies, or standard operating procedures; formulating detailed briefings/discussions of areas/issues for presentation, and briefing senior agency leaders for consideration.
•Leading continuous improvement activities for equipment. Monitoring key technical developments and operational trends in order to identify potential improvements to existing equipment, the development of new capability/technology, or modification of designs.
•Evaluating the effectiveness of system changes to ensure objectives are achieved. Conducting follow-up evaluations to assess results of related projects, studies, and other management actions geared to improve performance and strategies.
•Managing engineering projects for all assigned technologies. Planning, directing, controlling, and coordinating all related activities. Identifying resource needs, formulating team membership, and developing specific plans and milestones for completing activities and leading implementation

QUALIFICATIONS REQUIRED:
In addition to the basic requirements, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience includes experience in engineering principles, concepts, standards, and methods in order to provide expert technical advice; applying analytical and evaluative methods to conduct assessments, formulate findings and recommendations, or identify areas requiring new or revised policy guidelines; and working with stakeholder groups to identify user needs, and develop and manage technical functional requirements.
NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
