New Military Retirement System Effective Jan. 1, 2018: Opt-in Period for Eligible Service members Opens

IMMEDIATE RELEASE
No. NR-427-17

Dec. 19, 2017
New Military Retirement System Effective Jan. 1, 2018: Opt-in Period for Eligible Service members Opens

One of the most wide-reaching and significant changes to military pay and benefits of the last 70 years goes into effect on Jan. 1, 2018, with the implementation of the Uniformed Services Blended Retirement System (BRS). The new system blends aspects of the traditional defined benefit retirement pension system, with a defined contribution system of automatic and matching government contributions through the Thrift Savings Plan (TSP).  All new entrants into the Uniformed Services on or after Jan. 1, 2018, will be enrolled in this new retirement system.

Nearly 1.6 million current service members will have the option to remain in the current legacy high-3 retirement system or choose the BRS when the opt-in period for eligible service members opens on Jan. 1, 2018. Opt-in eligible service members from all seven of the Uniformed Services will have an entire year to make their retirement system election. The open period for the majority of service members is from Jan. 1, 2018, through Dec. 31, 2018.

Service members will need to visit one of these designated resources to opt into BRS:
·         Army, Air Force, Navy: MyPay (https://mypay.dfas.mil)
·         Marine Corps: Marine Online (MOL) (https://www.mol.usmc.mil)
·         Coast Guard, NOAA Commissioned Corps: Direct Access (https://portal.direct-access.us)
·         U.S. Public Health Service (USPHS): Contact the USPHS Compensation Branch

Service members who believe they are eligible to opt-in, but do not see the opt-in option available online, should contact their local personnel/human resources office to verify eligibility. The decision to opt-in is irrevocable, even if a service member changes their mind before the deadline on Dec. 31, 2018. If an eligible service member takes no action, they will remain in the legacy retirement system.

Prior to opting in, service members should take advantage of all available resources to assist in making an informed decision on the financial implications specific to their retirement situation.  The DOD endorses several training and informational tools to support a service member’s decision, to include the BRS Opt-In Course, the BRS Comparison Calculator and numerous online BRS resource materials. Service members can receive no-cost, personal support from an accredited personal financial manager or counselor available at their installation’s Military and Family Support Center or by calling Military OneSource at 1-800-342-9647.

The change to the retirement system is a key step in modernizing the Uniformed Service’s ability to recruit, retain and maintain an all-volunteer force in the 21st century. For more information about BRS, visit http://militarypay.defense.gov/BlendedRetirement.

Autonomous Flight Technology to Provide Rapid Resupply for Marines

Autonomous Flight Technology to Provide Rapid Resupply for Marines
By Warren Duffie Jr.
Office of Naval Research
MARINE CORPS BASE QUANTICO, Va., Dec. 14, 2017 — Cutting edge technology sponsored by the Office of Naval Research may one day enable the Marine Corps to resupply combat-deployed troops via unmanned aerial vehicles, officials announced.
A successful final helicopter flight demonstration was achieved here Dec. 12 with autonomous capability as part of the Autonomous Aerial Cargo/Utility System program. AACUS is a partnership between ONR and technology company Aurora Flight Sciences.
Sensor, Software Package
The system consists of a sensor and software package that can be integrated into any manned or unmanned rotary-wing aircraft to detect and avoid obstacles -- like telephone wires, other vehicles or large ground objects -- in unfavorable weather conditions or to facilitate autonomous, unmanned flight. This capability will be a welcome alternative to dangerous convoys or manned aircraft missions in all types of weather.
“This is more than just an unmanned helicopter,” said Walter Jones, ONR executive director. “AACUS is an autonomy kit that can be placed on any rotary-wing platform and provide it with an autonomous capability. Imagine a Marine Corps unit deployed in a remote location, in rough terrain, needing ammunition, water, batteries or even blood.”
Jones added, “With AACUS, an unmanned helicopter takes the supplies from the base, picks out the optimal route and best landing site closest to the warfighters, lands, and returns to base once the resupply is complete -- all with the single touch of a hand-held tablet.”
The need for this capability surfaced during Marine Corps operations in Afghanistan and Iraq, officials said. Cargo helicopters and resupply convoys of trucks bringing fuel, food, water, ammunition and medical supplies to the front lines frequently found themselves under enemy fire  -- or the target of roadside bombs and other improvised explosive devices.
Easy to Use
AACUS is designed for simple use. An operator with minimal training can call up the supplies needed and order the flights using only an intuitive handheld tablet. During the Dec. 12 demonstration tests at Quantico, a Marine with no prior experience with the technology was given a handheld device and 15 minutes of training.
The Marine was able to quickly and easily program in the supplies needed and the destination, and the helicopters arrived quickly -- even autonomously selecting an alternative landing site based on last-second no-fly-zone information added in from the Marine. The demonstration featured a UH-1 Huey helicopter flying autonomously on multiple missions.
“We’ve developed this great capability ahead of requirements and it’s up to us to determine how to use it,” said Lt. Gen. Robert Walsh, commanding general, Marine Corps Combat Development Command. “The young Marines today have grown up in a tech-savvy society, which is an advantage. We’ve got to keep pushing and moving this technology forward.”
Officials say AACUS represents a leap-ahead technology for the Marine Corps and Navy, moving unmanned flights far beyond the current standard, which requires a specialized operator to select a landing site and manually control an unmanned aircraft via remote.
“AACUS gives revolutionary capability to our fleet and force,” said Dennis Baker, AACUS program manager. “It can be used as a pilot aid to operate in GPS- and communications-denied arenas, or allow fully autonomous flights in contested environments -- keeping our pilots and crews out of harm’s way.”

Getting the word out
Hello,

My name is Ashley Poole, and I am writing in application to the part-time Personal Assistant position I learned of through the Lejeune-New River Family Member Employment Assistance Program. Recently relocated to the Jacksonville area with my partner through the military, I am actively looking for a part-time assistant position.

Prior to attending graduate school, I was a personal executive assistant at a logistics firm independently serving the CEO where I managed his schedule, arranged travel, maintained accounting files, and prepared documents among other duties.  More recently as a lecturer in online courses, I have gained experience working from a distance ensuring good work practices no matter the location.

As requested, I have attached my resume for your review which provides greater detail of my qualifications.

Kind Regards,

Ashley P
