KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Single Scope Background Investigation (SSBI).
•You must be able to obtain and maintain a Top Secret Clearance.
•You must pass Drug and Alcohol Screening, subject to random drug tests.
DUTIES:
This Program Analyst position is located in the Office of Security Capability (OSC), Mission Analysis Division, System Analysis Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a senior advisor concerning mission-wide cost/benefit or risk analyses providing recommendations to senior-level TSA management, covering all transportation sectors under TSA, including aviation (passenger and air cargo), mass transit, highway motor carrier, busses and pipelines.
Typical assignments include:
•Participating in GAO audits, taking the lead in conferences with the office and offering expertise.
•Participating in various work groups performing risk or systems analysis to guide TSA’s Risk Based Security Program.
•Providing subject matter expertise and advice to other TSA offices such as OSPIE, OSO, OGS and OLE/FAMS. Representing your Section on multiple TSA cross-office project teams.
•Developing methods, approaches, and techniques to conduct program analysis.
•Translating technical analytical results into results and recommendations understandable by non-subject matter experts and taking the lead in briefing senior-level management.
•Serving as an integrationist, consulting with experts in various fields, in order to develop an overall risk analysis of situations and proposed actions. Working collaboratively and consulting with technical experts concerning technologies or other program specifications to assess how a current or proposed technology, procedure, etc., impacts security outcomes including the level of risk. Taking the lead for Risk-Based Security (RBS) projects, which primarily concern screening at airport checkpoints but has implications affecting other transportation sectors.
•Leading project teams to develop risk-based analyses and making reports for high-level TSA management and Congress.
•Interacting with high-level government executives outside of TSA. Briefing multiple DHS and outside DHS audiences on TSA programs and initiatives, such as Risk Management and Analysis/DHS Policy, FAA, DOT, Boeing and various aviation industry associations
QUALIFICATION REQUIRED:
To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
•applying knowledge of risk analysis and developing risk-based program initiatives; and
•gathering and analyzing data concerning a program's cost, benefits, security outcomes and other criteria in conducting an assessment of performance.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
