KEY REQUIREMENTS:

•You must be able to obtain and maintain a Secret Clearance.

DUTIES:
This Configuration Management Specialist position is located in the Configuration Management Section of the Integrated Logistics Support Branch, Operations Support Division, within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will be responsible for establishing configuration control requirements, and procedures and providing guidance and direction to contractors to assure compliance with established procedures and guidelines. You will provide technical information relative to TSA policy and requirements and monitor and guide the efforts of others to ensure the technical requirements and schedules are met and coordinated with the overall program schedule. You will prepare and coordinate the documentation and configuration control portions of contract scopes of work for your assigned system, or for multiple aspects of several systems. You will develop management controls to ensure that the system definition in the configuration identification program is compatible in order to adequately support engineering, procurement, production, inspection, and maintenance phases of the system.
Duties include:
•Reviewing changes to documentation to assure compliance with configuration management policies and regulations. Reviewing configuration management plans and preparing inputs to contract scopes of work to assure adequate preparation and processing of changes.
•Establishing the requested documentation for system and production baselines required in the acquisition process. Reviewing and determining the adequacy and accuracy of the system and production identification baselines as defined respectively in a system/development specification and Technical Data Package, which can be used for procurement and production without resorting to further design effort or need for additional manufacturing.
•Planning and establishing the requirements for the development of a status accounting system to provide management visibility, current status and changes, design deviations and waivers from initiation to proper recording in appropriate documentation.
•Auditing the status accounting system to determine adequacy, accuracy, and validity of the data furnished. Preparing scopes of work for contractor performance of tasks necessary to be performed to provide a good data bank for status accounting. Determining that the status accounting systems comply with the requirements of DHS and TSA policies and directives.
•Scheduling, planning, and performing formal physical and functional configuration audits. Consolidating and preparing comments for updating documentation.
•Providing advice and assistance to other functional offices. Establishing and maintaining a liaison with higher authority, other government agencies, and contractors in relation to configuration management identification and documentation status accounting.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
QUALIFICATIONS REQUIRED:
To qualify for the SV-G Pay Band (equivalent to GS-11), you must meet one of the qualification requirements (A, B, C, OR D) outlined below.
A. Experience: For those qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band or GS-9 in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Such experience includes:
•applying configuration management regulations, policies, and procedures for supporting data management techniques (i.e., contractual, production, logistics, documentation, and auditing); and
•assisting with the application of configuration management and contract data requirements to the acquisition process and life cycle of systems.

B. Education: Ph.D. or equivalent doctoral degree or 3 years of progressively higher education in a related field from an accredited college or university, or LL.M., if related.
OR
C. Combination of Education and Experience: Combinations of successfully completed post-graduate education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.
