DUTIES:
This Budget Analyst position is located within the Budget and Finance Branch, Business Operations Division, Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will serve as a senior budget analyst responsible for performing a wide variety of analytical duties associated with the formulation, review, justification, presentation, and execution of the budget.  You will review, evaluate, analyze, and interpret financial and program performance data, existing and proposed legislation, appropriations language and other statutory requirements, and Executive Orders.  You will provide expert advice and recommendations for budgetary actions including formulating budget and staffing estimates.  Typical assignments include:
Analyzing proposed budgetary and program actions and advising management on the most advantageous courses of action.
Monitoring the execution of TSA's budget through the review of financial documents, examination of accounting records, and information provided by managers.
Reviewing legislation rules, regulations, and Departmental guidelines for impact on financial management systems.
Developing the office's responses to proposed legislation, Office of Management and Budget (OMB), and General Accounting Office (GAO) requirements that impact the department's financial management systems.
Identifying, researching, evaluating, and recommending options on proposals for solutions of difficult financial and budgetary problems.
Assisting in the preparation of one or more OSC division's budget submissions, capital investment plans, and OMB-300 cost and schedule data.

QUALIFICATIONS REQUIRED:
To qualify for the SV-I Pay Band, (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. This includes:
Experience and advanced knowledge of policies and procedures governing budget formulation, justification, and/or execution;
Developing cost and schedule data for OMB-300 schedules and capital investment plans; and
Detailed knowledge of financial management principles, concepts, practices, and analytical methods and techniques.
