KEY REQUIREMENTS:
- You must possess U.S. Citizenship or be a U.S. National.

DUTIES:
This Supervisory Program Specialist position is located in the Workforce Engagement Branch of the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position you will serve as the Section Chief for Collaborative Strategies for Workforce Engagement and Development. You will be responsible for maximizing staff engagement through advisory councils and field networks, in addition to building collaboration, problem solving, conflict resolution, and other personal interaction skills. You will foster contacts across TSA at all levels of the organization to inform, influence, and monitor working group initiatives.
Duties include:
- Assuring successful outcomes from key TSA advisory councils and field networks by planning, guiding, supporting, and tracking their actions.
- Identifying requirements, creating plans, and managing the Collaborative Strategy Section’s support for council meetings and other interactions. Coordinating communication among senior leaders, section staff, and HQ representatives to assure action on group recommendations.
- Providing direct, hands-on management, coordination, facilitation, and other support specifically for the National Advisory Council (NAC).
- Developing and applying methods and tools to evaluate different advisory councils and networks, and assuring necessary improvements.
- Evaluating the need and developing plans for delivering facilitation and collaborative problem-solving training across TSA.
QUALIFICATIONS REQUIRED:
To qualify for the SV-J Pay Band (equivalent to the GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
- Experience with facilitation and collaboration techniques and processes in guiding groups to obtain group consensus, to reconcile differences, and to achieve organizational goals and objectives;
- Developing and applying methods and tools to evaluate the effectiveness and efficiency of council and network operations; and
- Implementing conflict management and team building techniques and initiatives at the agency/organization wide-level.
