KEY REQUIREMENTS:

DUTIES:

This Information Technology (IT) Specialist position is located in the Office of Information Technology (IT), IT Strategy Branch of the Strategy and Enterprise Management Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will provide support to the IT Strategy Branch Chief and the team which is responsible for the identification, development, and implementation of highly automated, efficient and standardized financial modeling and reporting, budgeting and financial analysis processes supporting the agency's IT mission.  Typical assignments include: 
  •     Assisting in generating IT policies; developing planning processes; implementing gap analysis tools, capability roadmaps, reporting tools, and dashboards; and facilitating meetings to determine requirements for IT policies and processes.
  •     Managing the current internal and external IT metrics reporting, including analysis and interpretation for senior executive management.
  •     Coordinating the annual IT strategic, forecasting and reporting process to the Office of the Chief Information Officer (OCIO) senior leadership.
  •     Managing roadmap of IT system enhancement needs.  Tracking and reporting development status (e.g., schedule, budget, milestones, metrics, key events, risks, and issues) to appropriate IT Strategy Branch Chief.
  •     Consulting with clients in the analysis of short and long-range business requirements, and recommending innovations which anticipate the future impact of changing business requirements.  Working with IT Division Directors to review and maintain short, mid and long-range business plans that forecast stakeholder demand, resource and staffing requirements.  Identifying and addressing IT workforce planning and management issues such as recruitment, retention, and training.
  •     Monitoring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services.  Assisting in the design and implementation of a cybersecurity strategy that outlines the vision, mission, and goals that align with the organization's strategic plan.

QUALIFICATIONS REQUIRED:

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.
To qualify at the SV-H Pay Band, you must possess:

A. Experience: One year of specialized experience at the SV-G Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Such experience includes:
  • using IT systems' design and development tools and techniques, methods, policies, and procedures to draft IT policies and plans, develop and monitor metrics (e.g., return on investment, customer acquisition costs) used to evaluate strategic goals and objectives;
  • providing advisory services, consultation, technical assistance, or training of new or revised policies, practices, and technical management guidelines; and
  • work promoting the awareness of security issues (delivering education and awareness briefings, reviewing adherence to systems security policies and procedures).

OR B.  Education:  A Ph.D. or equivalent doctoral degree from an accredited college or university in a related field; or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.

OR C.  Combinations of Education and Experience:  Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the band level; then determining the education as a percentage of the education required for the band level; and then adding the two percentages.  The total percentages must equal 100 percent to qualify for that band level.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position.  Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.  One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.  If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
