KEY REQUIREMENTS:

  • You must complete a favorable Background Investigation (BI).
  • You must be able to obtain and maintain a Top Secret Clearance.

DUTIES:

This Engineering Technician (ET) position is located in the Office of Security Capabilities in the Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will apply your experience and comprehensive practical knowledge of engineering principles, concepts, regulations and practices, analytical methods and techniques performing multiple, varying, and complex assignments as the Test Article/Improvised Explosive Devises (IED) Design Technician for engineering projects.  Under the minimum direction of a manager or Engineer, you will be responsible for supporting the program for detecting explosive threats to transportation security.  

Specifically, you will be responsible for:
  • Developing and maintaining mutually beneficial partnerships across homeland security agencies to sustain proficiency on terrorist Techniques, Tactics, and Procedures in developing threat articles in order to test and evaluate agency detection performance capabilities in its security technologies.
  • Providing subject matter expertise on the design, concealment, and use of IEDs and IED components.
  • Monitoring and evaluating security measures against adapting and evolving explosives threats, and providing novel security approaches to improve transportation systems and support infrastructure security.
  • Developing current and forward looking threat prevention through assessing classified and open-source intelligence information.  Supporting the Transportation Systems Integration Facility (TSIF) test team in evaluating critical functional areas related to human factors, alarm resolution, and detection capabilities for emerging security technologies.
  • Researching information and developing training programs on explosives, IEDs, and x-ray interpretation for TSA employees, contractors, stakeholders, and other Federal, state, and local enforcement agencies.
  • Coordinating with other government agencies and stakeholders to define explosives simulant requirements and supporting the development of simulant materials used for testing explosives detection technologies.

QUALIFICATIONS REQUIRED:

To qualify at the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the design and discovery of explosive devices. Such experience includes:
  •     Designing, building, and concealing sophisticated Improvised Explosive Devices (IEDs) for the testing of detection technologies. 
  •     Knowledge of military, commercial, and improvised explosives and their electronic and other initiating systems.
  •     Demonstrated ability to interpret classified intelligence on IED composition and placement and then replicating that information by constructing simulated devices for testing.

SELECTIVE PLACEMENT FACTOR: 
In addition to the qualification requirements stated above, you must meet the following requirement: 

You must be a graduated of the Naval Explosive Ordnance Disposal or similar accredited Training School.  A certificate of completion of training must be attached to your application.
