KEY REQUIREMENTS:
  • You must possess U.S. Citizenship or be a U.S. National.
  • You must complete a favorable Background Investigation (BI).
  • You must be able to obtain and maintain a Secret Clearance.
  • Frequent travel may be required for site visits, conferences, and training.

DUTIES:

This position is located within the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will serve as a Program Analyst Metrics within the Field Operations (FO), reporting to the Regional Director (RD).  You will serve as the principal advisor to the RD on all matters concerning the metric aspects of the respective Region.  You will provide direct support to the RD for providing operating direction, analysis of operating performance and effectiveness of strategy in implementing Risk Base Security (RBS).  Typical assignments include:
  • Serving as a liaison with other Regional Program Analysts, Federal Security Director (FSD) staff, functions and agencies to ensure comprehensive evaluations are completed to provide timely and complete analysis of complex data.
  • Providing direct support to the RD on operating direction, analysis of operating performance and effectiveness of strategy in implementing Risk Based Security.
  • Conducting statistical analysis of data, providing reports and action plan recommendations.
  • Advising senior leadership on Field Metric Programs.
  • Examining significant findings that indicate weakness or significant accomplishments in deterring security risks; improving administrative procedures or security processes/procedures, and compliance with current regulations.
  • Researching, analyzing, evaluating, and interpreting complex data, and drawing appropriate conclusions from complex or conflicting data. 
  • Developing strategic plans guiding the quantitative and qualitative evaluation of security operations and programs.  Identifying issues and trends from monitoring performance metrics, intelligence, plans, and practices.
  • Providing guidance and technical advice in the planning, execution, improvement of security, and administrative processes.
  • Developing reports and formulating recommendations for corrective and proactive actions.
  • Determining new or changing information requirements to be addressed through examinations of selected types of data, evaluation methodology, or management analysis of account for variance, root cause, or significant effect to perform outcomes.
  • Acting for the RD during his/her absence as assigned. 


QUALIFICATIONS REQUIRED:

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
  • utilizing evaluation methodology, metrics, statistics, quality improvement, project management, and fact-finding investigative techniques;
  • conducting qualitative and quantitative analyses of organizations effectiveness and efficiency; and
  • planning, leading, and carrying out multi-phased or complex projects.
