Explosive Detection Dog (EDD) (S) Kennel Master (EDKM) - Afghanistan
All candidates should be willing and able to work in a high-threat environment and pass pre-deployment medical screening to include a Physical Training test.
The contractor shall obtain, maintain and be prepared to produce for inspection, complete and thorough records associated with canines working under this contract. Original records shall be maintained in a central location with appropriate duplicates accompanying the dog. Those shall include, but may not be limited to, records that address the following:
Acquisition of the dog.
Health – from birth until the dog leaves WPS contract.
Training – to include all records of when the dog was initially trained, to what standards, using what techniques, and by whom the dog was trained.
Records shall include relevant names, addresses dates and materials used.
Testing – to include where, by whom and when the dog was certified prior to acceptance on the program, what explosive odors the dog was tested on and the results of that (those) test(s) and any/all follow-on training as well as certification/re-certification and validation testing.
Handlers – the names and appropriate identifiers of all EDD Handlers with whom the dog has worked while on the program.
Acquisition, disposal, and storage records of all explosive training aids utilized during contract period.
The contractor shall be required to maintain small amounts of explosive material for testing and training of the canines. It is imperative that these samples be stored and handled in such manner as to ensure both safety and the integrity of the odor sample.
To this end, each kennel shall have an appropriately sized, US Department of Justice (DOJ), Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) approved explosive storage magazine. That facility shall be secured and marked appropriately at all times. The EDDKM shall safely maintain controlled substances used as training aids in accordance with applicable US law. This shall include transportation, storage, and handling and associated safety precautions.

EDDKM shall have responsibility for the safe and efficient control, handling and disposal of all explosive training aids; shall ensure that all training aids are handled in accordance with established protocols and all good practices to avoid cross contamination of the explosive odors; shall maintain full inventory control and maintain all records pertaining to the EDD program at post.
