KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Single Scope Background Investigation (SSBI).
•You must be able to obtain and maintain a Top Secret/ SCI Clearance.
•You must pass Drug and Alcohol Screening, subject to random drug tests.
•May require domestic and international travel.
•Supervisory Probation Period may be required.                                                            
DUTIES:
This position is located in the Office of Security Operations (OSO), Transportation Security Administration (TSA), and U.S. Department of Homeland Security (DHS). If you are selected for this position, you will serve as the Deputy Director in the Office of Compliance and will be responsible for overseeing OSO inspection activities for field Transportation Security Inspectors (TSI's) initiatives in the Aviation, Cargo, Surface and Canine Inspection Programs. In this capacity, you will report to the Division Director of the Office of Compliance. You will serve as an expert in current TSA policy, programs and strategies and provide cohesive, consistent, and effective advice and assistance to the Assistant Administrator (AA), Deputy Assistant Administrator (DAA) and Division Directors within OSO. You will provide the support necessary to meet mission requirements and expectations within established timelines. You will facilitate communications among the OSO Divisions and facilitate working relationships between the OSO Division Directors and other TSA operating offices. You will identify and resolve highly complex security operations problems and issues which often cross organizational lines, and will be associated with accomplishing program objectives. You will perform complex, in-depth studies, and direct and coordinate working groups on significant organizational and program issues that impact TSA at the national level. Assignments are often multi-jurisdictional in nature and require the interpretation of legal requirements. You will be required to adapt, advocate, and defend TSA policies and procedures. You will perform significant liaison duties and coordination with stakeholders, other Federal agencies, and foreign government counterparts. Specific duties and responsibilities include:
•Ensuring compliance of TSA policies for the programs assigned.
•Participating in continuous development, coordination, and implementation of transportation security procedures as mandated by the Aviation Transportation Security Act of November 19, 2001.
•Establishing and maintaining close and continuous contact with key representatives inside and outside of TSA to include, but not limited to, the Administrator's staff, Budget and Finance, Office of Acquisitions, Public Affairs, Legislative Affairs, other Federal Agencies, State and local officials, Transportation Organizations, foreign government points of contact, and the public.
•Developing and issuing a national annual work plan for the TSls, incorporating the Inspections, Testing, Aviation Screening Assessment Program (ASAP), Playbook, Visual Intermodal Protection Response (VIPR), and Special Experience Identifier (SEI) Programs.
•Overseeing the Flight School and Repair Station Programs and the Notice of Violation (NOV) Administrative Processing Office and the Special Enforcement Program Office (SEPO).
 •Maintaining a significant role in Surface and Aviation VIPRs and providing the assistance of headquarters subject matter experts (e.g., inspection, policy, enforcement, and oversight analysis) to the field TSls.
•Maintaining the extensive incident, inspection, and investigation PARIS data base and developing and executing extensive training programs for TSIs.
•Providing management guidance and direction in the interpretation, application, and implementation of inspection and enforcement laws, guidelines, policies, and procedures applicable to external activities (e.g., the transportation security industry stakeholders and contractors) which have impact and relationship to the TSA's mission in multi-modal operations.
•Establishing and maintaining an operations communication system capable of sharing information rapidly with participants in the overall inspection organization structure.
•Advising the Division Director on inspection management programs, enforcement requirements, and methods in each mode of responsibility.
•Making presentations and providing support for OSO interests at formal and informal meetings with key representatives by communicating the AA's viewpoint on programs, operational issues, and other related matters.
QUALIFICATION:
For the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in state or local government or the private sector. SPECIALIZED EXPERIENCE is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such specialized experience includes managing transportation security inspection activities which requires in-depth knowledge of TSA security policies, procedures, programs, and strategies; identifying and resolving complex transportation security problems and issues; and coordinating TSA inspection activities with Federal, foreign government, and industry stakeholders.
