DUTIES:
This Contract Specialist position is located within the Office of Acquisition (ACQ), Transportation Security Administration (TSA) and Department of Homeland Security (DHS). If selected for this position, you will serve as a senior level Contract Specialist for complex acquisition program activities for ACQ. Typical assignments include:
•Planning, negotiating, leading, and/or administering complex contracts/procurements of goods, systems or services with specialized state-of-the-art, critical or scarce requirements.
•Developing and/or reviewing complex contractual pricing arrangements and incentives.
•Managing all contractual aspects of a major program requiring long-range procurement planning.
•Administering complex contracts which require day-to-day negotiations of significant contract changes, monitoring numerous special provisions, coordinating extensive subcontracting involvement, and observing rigid time frames.
•Auditing or reviewing major acquisitions of similar complexity, presenting findings, recommending corrective actions and policy or procedure improvements.
•Monitoring contractor performance and a large number of subcontractors, negotiating forward pricing rates and claims, complex changes, and terminations or contract close out.
•Serving as termination contracting officer in connection with a major project in which several years of work have been expended.
•Reviewing, advising on, developing, and recommending operating unit-wide or agency-wide procurement processes and systems, procedures, and policies.
QUALIFICATIONS REQUIRED:
A. BASIC QUALIFICATION REQUIREMENTS: Completion of all mandatory training (listed below) prescribed by the head of the agency for progression to higher Band level contracting positions, including at least four years of experience in contracting or related positions.
AND
B. A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
DOCUMENTATION: You must submit copies of your transcripts from an accredited college or university (for each school attended). You must also provide transcripts or certificates of the training required for this position. Failure to do so will remove you from consideration.
TRAINING REQUIREMENTS: In addition to the education and experience requirements listed above, you must complete all Level I and II training prescribed by the Department for progression to Pay Band I. DHS training requirements are further defined in DHS, CPO Policy on Professional (GS-1102) Career Information and the Federal Acquisition Certification in Contracting (FAC-C) Program.
