KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Background Investigation (BI).
•You must be able to obtain and maintain a Secret Clearance.
•You must pass Drug and Alcohol Screening, subject to random drug tests.           

DUTIES:
This Transportation Security Specialist (TSS) position is located in the Office of Global Strategies (OGS), Global Policies and Plans Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will utilize your experience and technical knowledge to participate in editing, revising, and updating the Model Security Program (MSP), cargo requirements, emergency amendments (EAs), alternate procedures (APs), Aircraft Repair Stations/FRS, and operational requirements. Typical assignments include:
Liaising with internal and external stakeholders and serving as the OGS technical advisor, in order to advance and improve the effectiveness of global transportation security programs and policies.
Reading and interpreting existing global transportation security programs and policies, and guiding projects regarding those policies. Assisting in writing global transportation security related programs and policies.
Conducting studies on issues and drafting recommendations on any significant modifications that will improve the effectiveness of global transportation security programs and policies as a result of the study.
Obtaining and maintaining the capability and ability to perform foreign air carrier inspections at various U.S. airports and assessment visits at non-U.S. locations when required.
Representing OGS as a technical point of contact or technical advisor on projects, programs, and other work activities; providing technical guidance to managers and staff concerning global policy initiatives, intergovernmental, and intra governmental cooperative agreements. Conducting field liaison visits to evaluate the effectiveness of operational security procedures and policies, and implementing required operational changes.

QUALIFICATIONS REQUIRED:
To qualify for the SV-H Pay Band (equivalent to GS-11/12), you must have one year of specialized experience at the SV-G Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
Applying basic knowledge of U.S. laws, regulations, acts, executive orders, or agreements governing U.S. and international aviation operations and security;
Assisting on projects associated with global transportation security to provide policy information and guidance on basic and routine transportation security related matters (e.g., Model Security Program (MSP), emergency amendments (EAs), Alternate Procedures (APs), cargo and Aircraft Repair Stations/Foreign Repair Stations (FRS) operational requirements); and
Applying a basic knowledge of standards and recommended practices established by the International Civil Aviation Organization, including Annex 17.
OR Completion of a Ph.D. or equivalent doctoral degree. OR Three (3) full years of progressively higher level graduate education leading to such a degree; OR an LL.M., if related.
OR A combination of successfully completed higher level graduate courses leading to a doctoral degree and specialized experience that would equal at least 100 percent of the total requirement.
