Resource Manager/ Financial Analyst (level 2)
Must have TS/SCI and National Geospatial Agency experience (or other intel experience) is a huge plus. Work starts 1 July.
Salary: $70-$73K doe
Location: National Geospatial Agency, Washington DC
3-6 yrs exp. BA/BS degree. Ability to analyze and interpret complex planning, programming, budget and execution data. Experience working in an office comparable an Agency-level FM Office, Directorate, Comptroller’s Office and/or CFE’s Office in advisory and assistance roles: Ensuring cohesive agency-wide program and budget development; Assisting with resource management oversight; Assisting with budget execution; Developing detailed financial statements, audits and reporting; and Conducting performance assessments. Knowledge and understanding of, and experience with, the DoD Planning, Programming, Budgeting and Execution System (PPBES) and/or IC Capabilities Programming and Budgeting System (CPBS). Detailed knowledge of, and experience with, DoD and IC mission programs and budgets; tracking intelligence programs and budgets; following issue resolution steps for reconciling intelligence resource management issues during an annual fiscal year and FYDP cycle. Thorough understanding of: key programming processes for both the NIP and MIP; key programming and budget execution processes, including funds control, fund transfers (Military Interdepartmental Purchase Requests), and travel orders and credit card purchases; fund execution policies for principal DoD appropriations (O&M, RDT&E and Procurement); role of the Defense Finance and Accounting Service in controlling and executing funds for a Service major command or a Defense Agency. Regarded as an effective team member capable of providing leadership and motivation. Fully responsible for deliverables. Knowledge of various US Intelligence PPBES and CPBS Funding Programs. Proficiency in Microsoft Suite of products – at a minimum: Excel, Word, and PowerPoint.
