DUTIES:
This Training Instructor position is located in the Canine Training and Evaluation Section of the Assessments and Support Programs Branch, Security Services and Assessments Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a Regional Training Instructor/Evaluator and subject matter expert on training issues related to explosives detection canine teams assigned to various field locations, and within multiple modes of transportation. In this capacity, you will apply experience and technical knowledge of training principles, concepts, and practices, as well as analytical methods and techniques to perform multiple and varying assignments under limited direction of the Section Chief or his/her designee. Through effective implementation of TSA OLE/FAMS training guidelines and policies, you will identify problems and initiate corrective measures to resolve performance and training issues. Typical assignments include:
Assessing onsite conditions to create realistic training scenarios; delivery of practical area instruction; and attending instructor development training in various areas, to include adult education, instructional methods, and specialized training in the key subject areas.
Serving as a technical point of contact and providing general advice and guidance on training issues related to explosive detection canine teams. Including, troubleshooting and recommending alternative methods to correct performance related deficiencies in both the canine and/or the handler. Reviewing and assessing performance on 3 levels: Handler, Canine, and Team.
Working with explosives training aids, accountable for the security of and the proper handling of all explosives training aids. Additionally, performing inventory of explosives training aids. Exercising caution and complying with all policies and procedures regarding the safe handling of explosives.
Coordinating, developing, and maintaining effective training relationships with various Federal, State, and local law enforcement entities.
Assisting in conducting annual certification evaluations, re-evaluations and training missions for participating canine teams at various field locations.
Providing verbal briefings and comprehensive written reports to canine handlers, TSA OLE/FAMS management, and stakeholders.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
Instructing and evaluating the performance of canine teams relative to canine obedience and control, application of principles of conditioning, and the utilization of passive identification techniques.
You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
