KEY REQUIREMENTS:
You must possess U.S. Citizenship or be a U.S. National.
You must complete a favorable Background Investigation (BI).
You must be able to obtain and maintain a Secret Clearance.
Must be able to obtain COTR Certification within 12 months of appointment.
Travel more than 50% of the time is required.

DUTIES:
If selected for this position, you will serve as a Program Specialist within the Deployment Division for the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will function as the Checked Baggage Deployment Assistant Lead in one of three assigned geographic regions (EAST, CENTRAL, WEST) covering over 200 airports in the United States. You will be responsible for assisting in the management of over 100 projects valued at over $500m at over 80 different sites and multiple states within your assigned region. You will report directly to the Deployment Branch Manager and will travel and act on the behalf of the Deployment Lead when schedules conflict.

Typical duties include:

Assisting in program management and project planning. This includes managing the deployment of checked baggage technologies throughout regions; coordinating all deployment plans and schedules; defining and planning deployment projects; advising on Deployment budget formulation and execution; monitoring cost, schedule, and performance, and risk; and screening systems test and evaluation.
Assisting in the development and ensuring completeness of project planning documentation, including acquisition plans, program plans, and cost estimates, and cost, schedule, performance and benefits baselines. Tracking and reporting deployment schedule slips; projecting cost overruns or overfunding; and attending monthly airport project meetings to validate status of project. Ensuring that requests for funding and allocation of funding and resources are appropriate to meet project outcome.
Providing constant communication and collaboration with TSA, OSC, Federal Security Directors, Contracting Officer Technical Representatives, airport stakeholders, contractors, and other external entities to maintain projected deployment schedules. Serving as the primary contact through which communications, work assignments, and technical directions flow between OSC and program stakeholders.
Supporting the Contracting Officer in negotiation and contract modifications. Serving as a COTR and technical lead for all technical matters regarding the baggage handling systems.
Coordinating multiple related business projects simultaneously. Taking on new initiatives to enhance the efficiency and effectiveness of the overall deployment process and baggage screening systems related operations. This includes identifying and recommending new projects to OSC.

QUALIFICATIONS REQUIRED:
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
assisting in the planning and execution of the deployment of and modifications to baggage handling systems, and lobby and in-line explosive detection systems;
providing project management support which included deployment planning and scheduling, tracking funds and expenditures, and reporting metrics; and
communicating management direction and technical information to internal and external stakeholders.
