KEY REQUIREMENTS:

DUTIES:

This position is located in the Office of Security Policy and Industry Engagement (OSPIE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will serve as the Division Director, Industry Operator Program Management. In this capacity, you will be the technical expert and principal advisor to the Assistant Administrator and Deputy Assistant Administrator, OSPIE, in addition to the Department of Homeland Security, state and local government officials, on broad transportation security industry operator program planning issues relating to appropriated and fee programs. Duties and responsibilities include:

Developing program management expertise for all programs dealing with transportation operators. 
Understanding and appropriately interpreting TSA security policy and regulations governing transportation security industry operator programs and developing and implementing transportation security industry operator programs.
Monitoring transportation security industry operator programs and maintaining awareness and/or knowledge of the most current and impacting proposed/enacted legislation in the area of air cargo, aviation, and surface security policy.
Ensuring compliance with approved security policies, applicable legislation, statutes, decisions and other regulatory directives in support of appropriated and fee funded program objectives.
Overseeing and providing direction for subordinate managers and technical experts in the operational, technical and administrative concepts, directions, and transportation security programs for air cargo, aviation, maritime, surface credentialing and other transportation security industry operator programs.
Overseeing the preparation of Congressional reports, white papers and operational metrics for the purpose of responding to a variety of requests. Representing the organization in acquisition meetings, conferences, working groups, and planning sessions.
Briefing and testifying before Congressional staffs and members of Congress on transportation security industry operator programs.
Overseeing the Intermodal Security Exercise Training Program (I-STEP) and ensuring the program aligns with the nation's infrastructure protection policies and programs.
Providing leadership to and setting direction for subordinate components and contracting staff, assuring the consistency and coordination of policies and programs needed to accomplish TSA's mission.


QUALIFICATIONS REQUIRED:


For the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in the private sector. SPECIALIZED EXPERIENCE is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes managing or coordinating transportation security programs to include developing and implementing transportation security policies, procedures, programs, and strategies.

NOTE: This position requires additional training and experience per DHS Acquisition Workforce Policy Number 064-04-001, Certification Requirements for Acquisition Program Managers, dated May 20, 2010. Applicants must be certified at a level commensurate with the responsibilities of the acquisition being managed. You must possess a DHS or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification (copy required prior to entry into this position. A copy of certification with career field information must be attached to your application). This position manages Acquisition Level 1 programs, and requires a Program Manager Certification Level III or above. This can be a DHS Level III certification or Department of Defense (DOD) Program Management Institute (PMI) Certified Associate in Project Management (CAPM) certification or higher. Applicants not certified may still apply and be selected, but must be able to achieve Level III Certification within 12 to 18 months of appointment.
