KEY REQUIREMENTS:
You must possess U.S. Citizenship or be a U.S. National.
You must complete a favorable Background Investigation (BI).
You must be able to obtain and maintain a Secret Clearance.
You must obtain COTR certification within six months of employment.
DUTIES:
This Program Analyst position is located in the Office of Intelligence and Analysis, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will apply your expert knowledge and mastery of advanced principles, concepts, regulations, practices, analytical methods, and techniques. You will often serve as the TSA agency lead, subject-matter expert, and principal point of contact in your assigned program area. You will report directly to the Director/Deputy Director of the Technology Solutions Division. Your work typically impacts one or more organizational units or higher levels, and TSA accomplishment of one or more of its strategic objectives.
Typical assignments will include:
- Analyzing Technology Solutions Division key programs and operations and providing guidance to leadership regarding developing, implementing, maintaining and monitoring TSA/DHS policies, plans, and procedures regarding Division programs and operations. Preparing technical presentations and proposing potential solutions for management reviews and reports. Managing contractual and technical compliance and performance metrics.
- Serving as the principle advisor and Contracting Officers Technical Representative (COTR). Overseeing and managing operational and management plans for assigned contracts, work plans, and contractor technical proposals to ensure they meet established technical objectives.
- Advises the Deputy Director/Division Director and others on the type of contractual support available and assisting in long range planning of required services.
- Serving as the primary point of contact for the Operational Applications Support and Information Services. Supporting contact transitions and providing overall program analysis of contractual programs.
- Providing recommendations to senior managers on program reviews, staffing, budget, and other operational matters. Leading and conducting on-site reviews of operations, evaluating overall performance and operations.
QUALIFICATIONS REQUIRED:
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such experience includes:
- conducting complex analyses or studies to evaluate the effectiveness, efficiency, and productivity of projects or programs and recommending modifications to program goals and objectives;
- applying basic knowledge of procurement processes, Federal Acquisition Regulations (FAR), other guidance and contracting laws, policies, and procedures in order to assist with contract oversight and prepare supporting documentation.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such experience includes:
- conducting complex analyses, and studies to evaluate the effectiveness, efficiency, and productivity of a multiple projects and programs and recommending modifications and improvements to program goals and objectives;
- applying a broad understanding of procurement processes, Federal Acquisition Regulations (FAR), other guidance and contracting laws, policies, and procedures in order to provide contract oversight and prepare supporting documentation.
