KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Background Investigation (BI).
DUTIES:
This Program Analyst position is located in the Office of Security Operations (OSO), Field Operations Division, Field Oversight and Analysis Branch, Performance Measurement Analysis Section, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include:
•Planning and executing multi-phased operational analyses and performance measurement projects and studies by performing operational assessments, statistical analyses, and diagnosing organizational problems.
•Developing technical approaches for analyzing large operational performance datasets, and formulating recommendations for process improvement to senior leadership.
•Using investigative techniques and systems analysis methodologies, including requirements analysis, component modeling and system synthesis, and decision analysis for fact-finding and defining appropriate Measures-of-Effectiveness (MOEs), and Measures-of-Performance (MOPs).
•Proposing and designing future analytic capabilities, tools, and algorithms for augmenting and improving current agency business intelligence (BI)/Performance Management (PM) software suites and platforms.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
QUALIFICATIONS REQUIRED:
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector.  Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.  Such experience includes applying evaluation and assessment methodologies, and investigative techniques to conduct studies of organizational effectiveness, efficiency, and productivity.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector.  Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.  Such experience includes experience using Commercial Off-The-Shelf (COTS) Business Intelligence (BI), Performance Management (PM), and analytics software platforms, such as Micro-Strategy, SAS, or IBM BI.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
