KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Background Investigation (BI).
•You must be able to obtain and maintain a Secret Clearance.
•You may be required to complete a one year Supervisory Probation Period.
DUTIES:
This Supervisory Equal Employment Specialist is located in the Informal/ARC Section, EEO Management Branch, Civil Rights Division (CRD), Office of Civil Rights and Liberties, Ombudsman and Traveler Engagement (CRL/OTE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will serve as the Chief of the Informal/ARC Section in the EEO Management Branch, CRD, and will report directly to the Manager of the EEO Management Branch.
Duties include:
•Serving as the supervisor overseeing the workload of EEO Specialists and EEO Assistants to ensure timeliness, legal, and technical proficiency in the counseling of Federal sector formal EEO complaints (pre-complaints) in accordance with EEOC Regulations at 29 CFR, Part 1614 and EEOC MD-110.
•Mentoring EEO Specialists for timely and accurate compliance with processes and procedures for civilian Federal sector EEO complaints.
•Ensuring that alternative dispute resolution (ADR) is promoted in every case, and is conducted in a professional and timely manner.
•Ensuring that EEO Counselor reports are timely and accurately completed by EEO Specialists, and submitted to the Formal Complaint Section in a timely manner.
•Ensuring that all EEO counselings are completed on a timely basis in accordance with EEOC requirements and regulations.
•Utilizing iComplaints and Excel programs to generate reports and respond to requests for data.
•Providing advice and assistance to managers, supervisors, and employees on all aspects and stages of EEO complaint processing in the civilian Federal Sector.
•Providing and ensuring legal and technical proficiency in the processing of the most difficult civilian Federal sector Equal Employment Opportunity complaints in accordance with case law, EEOC Regulations at 29 CFR, Part 1614 and EEOC MD-110.
•Ensuring thorough, timely, and accurate processing of the most complex equal employment opportunity complaints, and demonstrating continuous improvement.
•Processing the most difficult complaints addressing issues, often without precedent in the agency.
•Preparing written complaint status reports and other EEO-related reports.
Supervisory duties include: Serving as a first line supervisor for the organization providing guidance and support for day-to-day operations. Assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.
QUALIFICATION REQUIRED:
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band (GS-13) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:
•applying knowledge of laws and policies related to civilian Federal sector Equal Employment Opportunity (EEO) complaints and Equal Employment Opportunity Commission (EEOC) Regulations at 29 CFR , Part 1614, and EEOC MD-110;
•experience producing well-written and analytical letters, documents and reports for a high volume of EEO contacts and pre-complaints; and
•utilizing knowledge of the alternative dispute resolution (ADR) process, principles, procedures, and requirements.
Note: Possession of a current EEO Counselor Certification (copy required) is desirable.
Possession of a current mediator certificate i.e., from EEOC, Justice Center of Atlanta or Department of Defense/Defense Equal Opportunity Management Institute (DOD/DEOMI), (copy required) is desirable.
