KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Background Investigation (BI).
•You must be able to obtain and maintain a Secret Clearance.
•You must pass Drug and Alcohol Screening, subject to random drug tests.

DUTIES:
This Supervisory Program Manager is located in the Leadership Effectiveness and Continual Training Branch, Workforce Engagement and Development Division within the Office of Training and Workforce Engagement (OTW), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as Branch Manager and focus on the assessment of needs of TSA’s current leaders while also providing an emphasis on the analysis, evaluation, and measurement of learning associated with current leadership training programs.
Duties include:
•Establishing a robust evaluation methodology in order to measure TSA’s Return on Investment (ROI) and ensuring that behaviors are changed or strengthened as a result of a training experience. Incorporating required assessments and tools into learning plans.
•Translating agency and organizational strategic plans into work plans, and meeting organizational goals and objectives through Branch work efforts. Establishing direction for the branch and determining how work is to be accomplished. Analyzing available training courses to ensure alignment with the agency core, leadership, and technical competencies. Performing training needs assessments.
•Collaborating and partnering with various stakeholders including Office of Security Operations (OSO) and the Office of Professional Responsibility (OPR) to review trends in executive challenges in order to focus more learning on those critical aspects (i.e., ethics, integrity, developing a workforce of mutual respect, etc.).
•Determining resource needs and identifying program priorities. Oversight responsibilities include leadership development planning and design, coordinating gap-analysis, aligning program implementation with succession planning and supervising nationwide program recruitments and selections, training, and evaluation. Working closely with the Office of Personnel Management and the Department of Homeland Security ensuring program selections and assessments are defensible.
•Ensuring that the requirements are fulfilled through the individual development of a robust, multi-faceted, diverse leadership cadre with the skills and talents to lead both DHS and TSA programs and teams, while addressing current and future challenges.
Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

QUALIFICATIONS REQUIRED:
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
•Experience managing leadership training programs including acquiring and allocating resources to accomplish program objectives, and measuring the effectiveness of leadership training programs.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
