Using fundamental technical skills, analytical abilities and up-to-date regulatory knowledge, this position provides environmental consulting services to assist clients in the areas of air and hazardous waste permitting, air dispersion modeling, CEQA detailed air and hazardous materials studies, emission inventory, including GHG, Title V and RECLAIM permit support services, environmental and sustainability programs, procedures, and management systems, other permitting, auditing, and regulatory compliance. A passion for excellence in client service is as important in this role as technical acumen.
Functional Responsibilities
Conduct environmental modeling analysis in accordance with project requirements and/or published guidelines. This may include air dispersion modeling (AERMOD, CALPUFF, and other), water and groundwater modeling, and human health risk analysis/assessment.
Quantify air and greenhouse gas emissions at industrial and public facilities, determine required control technologies, and document process information to ensure client operations and work practices are in accordance with all applicable regulations.
Perform detailed Air Quality and Hazardous Material studies under CEQA and/or NEPA.
Develop and consult on environmental management systems designed to meet specific client needs and organizational values. This includes training, coaching, procedures and policy development, along with providing guidance on developing a streamlined value added approach to environmental performance management systems.
Develop sustainability project plans and strategic programs aligned with the culture, values, and resources the client is able to commit to the effort.
Remain current regarding the latest developments in environmental control technologies.
Assemble environmental permit applications (air, waste water, and hazardous waste), permit amendment applications, standard exemptions, source inventories, and emissions and/or permit fee calculations for submittal to state regulatory agencies for industrial clients.
Understand existing regulations and continually review new and proposed environmental regulations as they relate to industrial clients.
Steward relationships with existing clients and solicit new project work as appropriate. Maintain existing and prospective client relationships by being closely attentive to their needs.
Supervise projects while maintaining close client contact, determining tasks, setting priorities, scheduling and performing QA/QC and follow-up tasks.
Assist new project consultants and engineers with projects and training.
Communicate results of analyses to clients verbally and in writing.
Communicate and coordinate with supervisory staff and management to ensure effective project scheduling and resource allocation.
Represent ZMassociates Inc. favorably and professionally and establish contacts when attending outside business functions.
Make oral and written presentations to clients and at trade association meetings, seminars, or conferences. Prepare and present training classes or seminars on various environmental topics as assigned.

Requirements
Education and/or Experience
Minimum 5 years experience in Southern California
A master’s degree (M.S.) in Chemical, Mechanical, Environmental, or Civil Engineering, or a related Environmental Science is expected. However, substantial additional relevant experience may be considered in exceptional cases. Must have regulatory, industry, and technical knowledge related to environmental permitting including: permit applicability analysis, hazardous waste permits, storm water permits, waste water permits, air permits, emission inventories, GHG inventories, air dispersion modeling, and federal and state permitting requirements. CEQA and NEPA knowledge and experience is highly desired. Must have above-average computer literacy including word processing, high-level spreadsheet skills, and high-level knowledge of Microsoft Office software.
EIT or California PE Certification preferred, but not initially required.
Working experience with South Coast Air Quality Management District and or Bay Area Air Quality Management District rules and procedures is highly desired. Working experience with California EPA and DTSC rules and procedures is highly desired. Federal and California Hazardous Waste regulations experience and literacy is highly desired. Working knowledge of Federal, state, and local environmental regulations is required.

Computer Skills
Applicants must be able to demonstrate exceptional computer skills. Microsoft Office application skills must be above average; Excel skills must be exceptional to an advanced level. Modeling skills are preferred and desired, to include: AERMOD, CALPUFF, SCREEN, HARP, EMFAC, OFFROAD, CalEEMod, and custom Excel applications.
Language Skills
Communication skills, including active listening; clear, concise, technical writing; and the ability to accurately explain air quality concepts using non-technical terminology are required.
Applicant must have ability to read, analyze, and interpret common scientific and technical journals, regulations, financial reports, and legal documents, and write speeches and articles for publication that conform to prescribed style and format. Applicant must be able to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community and effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills
Applicant must be able to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry, and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Applicant must be able to solve practical problems and deal with a variety of concrete variables in situations where limited to no guidance or established procedure exist. Applicant must have ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Analytical skills will continue to be developed through problem-solving, either on the job, or in an academic environment.
