This position is in the Transportation Security Executive Service (TSES) and is located in the Office of Inspection (OOI) in Arlington, VA.

DUTIES:
Under the authority of the Aviation and Transportation Security Act (PL 107-71, November 19, 2001), this position is determined to be a secondary law enforcement position.
As the Deputy Assistant Administrator for Inspection, you will be a key management official responsible for ensuring an effective, viable inspection and investigations program.  You will support the Assistant Administrator, Inspection in the management of the office, and oversee day-to-day operations. You will provide accurate and timely inspection support and advice to the Administrator, TSA, which includes formal and informal presentations, both orally and in writing. You will conduct briefings for senior management officials in TSA and for select inspection and law enforcement agencies and officials. You will determine, plan, direct, and manage the inspection and investigative requirements for TSA in accordance with defined goals and objectives, which are congruent with the strategic plan and the Aviation Transportation Security Act. You will oversee and manage the identification, receipt, analysis, maintenance, dissemination and exchange of inspection information focusing on terrorism and other threats to the transportation infrastructure and the traveling public, national security, and all manner of related activities. You will oversee and manage the internal criminal investigations program conducting criminal investigations of entities and persons employed and/or regulated by the TSA. You will establish, develop, and maintain cooperative relationships with inspection agencies and certain law enforcement officials for the timely exchange of inspection and investigative information, on a national and/or international level. You will develop and implement plans and procedures to share inspection and other threat information with the TSA field elements and the transportation security community, and develop, implement, amend and revise TSA inspection and investigation policies and procedures. QUALIFICATIONS REQUIRED:
To qualify for this position, you must have one year of specialized experience at a level close to the level of the work of this job that has given you the particular knowledge, skills, and abilities required for successful performance. You would typically gain this experience by working within this field or a field of work that is closely related. Such experience may include providing innovative and expert leadership in the establishment and implementation of a comprehensive inspection and criminal investigation program, and the development, coordination, and dissemination of plans, in accordance with applicable policies, procedures, laws and directives.
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the "How You Will Be Evaluated" section of the Job Opportunity Announcement. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

DRUG TESTING: You must pass a pre-employment drug test. In addition, you may be subject to random drug and/or alcohol testing during employment.
SECURITY CLEARANCE: This position requires a TS/SCI (Top Secret/Secured Compartmentalized Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance.
LAUTENBERG AMENDMENT: This position may require the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(9)). A 'misdemeanor crime of domestic violence' is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term 'convicted' as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned, or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have been convicted of such an offense.
