Missing Memorabilia

Morning Lucy,
I have a vet who would like to replace a certificate presented by his squadron that he no longer has. The squadron decommission there number and was commissioned another number, for example VF101 to VF171 Grim Reapers in 1977. The presentation by the Naval Squadron referred to him as being a “plank owner” a tradition by the Navy to present a piece of a ship to all crew members but in this day and age a certificate. He states the certificate was 12x24 inches and decorated nicely with Davie Jones Locker. The Squadron was located in NAS, Oceana, Virginia.

Can you direct me in order to help replace the missing memorabilia for the veteran?
