Planate Management Group - Environmental Recycling Specialist (Afghanistan)

 
Planate Management Group (PMG) is a veteran-owned small business with offices in Virginia and Kabul, Afghanistan. PMG is composed of management and consultation experts worldwide who focus on complex installation management challenges and inter-relationships.

PMG is seeking an Environmental Recycling Specialist.

Duties Include:
·    Provide technical guidance and expertise to the regional commanders and base mayors for the management of a full range of waste products coming from bases throughout the Afghanistan. The primary focus will be on initiating, improving, and finding innovative solutions for recycling, reusing, reducing materials in the waste stream. There is a great need to develop or invigorate viable markets in the local communities for raw commodities (recycled goods) coming from the bases.
·    Review the solid waste stream and the local markets to develop strategies for materials utilization. There are several funding sources that could be applied to support local entrepreneurs.
·    Provide the technical assistance for the local commander and/or base mayor in order to improve the solid waste management processes on the base.
·    Coordinate waste management programs with the local commander, LOGCAP service provider, local contractors and others in order to develop an integrated system that is beneficial to all parties.
·    Investigate new technologies related to waste management (e.g., composting, land farming, recycling, and water treatment) and methods to reduce the amount of material being burned or incinerated, dumped somewhere, or leaving the country as a hazardous material (HAZMAT).
·    Identify funding sources and methods to implement the USFOR-A integrated waste management strategy within the area of responsibility. Assist in the preparation of funding and other support documents as required (e.g., JARB packages, budgets, MIPRs, PR&Cs) to purchase additional equipment and the incorporation of new technologies or the development of appropriate environmental projects.
·    Conduct limited training in conjunction with the mayor and base needs on environmental policies and procedures and methodologies.
·    Assess the current policy standards to include the USFOR-A Environmental SOP and how it applies to the bases within the area. Provide recommendations to bring environmental practices into compliance with USFOR-A Environmental SOP and other regulations used in theater. Provide recommendations on improvements to the USFOR-A Environmental SOP.

Deliverables: 

Reports, database spreadsheets, power point presentations or other formats that depict the information needed on recycling, new issues, technologies, and the like for the bases within their area of responsibility.
·    Policy Standards: USFOR-A Environmental SOP and CCR 200-2.
·    Typical duty hours per day: 10
·    Duty day should not exceed: 12 hours
·    Typical total Hours per week: 70

Required education and job skills:
·    Bachelor’s degree in Civil/Environmental Science or Engineering, earth or Biological Engineering or Sciences.
·    At least five years relevant experience (Experience in solid waste/hazardous waste management and recycling desired. Experience in domestic wastewater beneficial.)
·    Have or be able to obtain a U.S. Secret Clearance.
·    Possess computer skills with strong working knowledge of MS Office applications (i.e., Word, Excel, and Power Point).
·    Strong communications skills both verbal and written.
·    Motivated self starter with demonstrated ability to apply skills to projects.
·    Good organizational and intra-personnel skills.
·    Demonstrated ability to carry out independent work.

Highly preferred:
·    Master’s Degree in Civil/Environmental Engineering or Sciences, Earth or Biological Engineering or Sciences.
·    Language skills
