M-C - Chief Engineer










We are seeking a Chief Engineer for a leading R&D engineering organization that develops advanced technologies for cyber security and cyber warfare.

Focus of this position is on research, development and transition of advanced Computer Network Operations (CNO) prototypes and systems. RESPONSIBILITIES:
Serve as a technical expert across a wide variety of Cyber and Networking disciplines.
Participate in proposals efforts, including technical capture lead.

Serve as a key interface with Government clients from the DoD and IC.
Promote collaboration across business units.
Provide coaching, mentoring and model a client-focus to staff members.
Represent the Group in TS level and Company-wide business activities.
Ensure business, contract and project milestones are met.

REQUIREMENTS:
TS/SCI clearance
BS Degree CS, EE, or Math (MS or Ph.D a plus)
Very strong expertise in C/C++, LINUX/UNIX and Windows, and networking technology.
Broad  and deep array of Computer Network Operations skills including: information assurance, network defense, agent-based computing, data mining, network attack and exploitation, electronic warfare, computing system architectures, reverse engineering, network analysis, exploit development, vulnerability analysis, networking, forensic analysis and artificial intelligence. These areas span wired, RF, wireless, GSM/GPRS, and SCADA control systems, network appliances, and pervasive Windows, Linux/UNIX, Mac platforms and handhelds.
Minimum of 15-20 years of demonstrated success building and delivering prototypes and systems, with at least 10 years leading programs in multiple engineering disciplines in a technology company that offers R&D and technical services to the DoD and/or IC.
Conversant in the DoD and IC, including a deep understanding of government markets.
Past success in writing proposals, winning government contracts and completing projects.
Strong track record of hiring, mentoring, and motivating effective multidisciplinary technical teams with the ability to define objectives and focus the team on project deliverables.
Proven ability to manage projects and allocate resources appropriately.
Track record of business growth.
Ability to analyze, evaluate, develop and implement processes and systems within budget and adhere to time requirements and schedule.
Advanced knowledge of operating systems internals, computer architectures, vulnerability analysis, and security technologies highly desired.

*** Afghanistan: For the record. The United States may expand Afghan security forces by nearly 70,000 above the 306,000 Afghan police and military set to be trained and equipped by 2012, Senate Armed Services Committee Chairman Carl Levin stated after a trip to Afghanistan, Yemen and Iraq. U.S. President Barack Obama may announce the decision in the next few days, Levin said. Pakistan may not want to see a larger Afghan army, Levin stated, adding that if Pakistanis want the Afghans to take greater responsibility on their side of the border, then Pakistan should not object to increased Afghan security forces.

*** Comment: The political/economic tradeoff is the cost of expanding a larger Afghan force or continuing to pay the $ billions to maintain a US combat force in Afghanistan indefinitely. Even new hands understand it is cheaper to expand Afghan forces than it is to maintain US forces in combat.

In any event, the calculations for sizing pro-government and NATO forces seem unrelated to the numbers of fighters the anti-government forces can field, which is the conventional measure of merit. The number of soldiers who fight - meaning those who actually shoot guns -- for the Kabul government about matches the number of anti-government fighters.

Without air power, the anti-government forces would win over time, by attrition if not by skill. An expansion of Afghan government forces might provide some numerical edge that would enable US forces to transfer the bulk of the fighting to the Afghans.

The monthly combat data for Afghanistan continue show that counterinsurgency is a military equation and a chronic condition in which the combat power of the pro-government forces matches the combat power of its opponents. That is where Afghanistan is today.

Insurgency is a chronic condition, not a fatal one. However, when the insurgency equation changes, so does the outcome. Thus, if the government adds more resources and the opposition stays the same, the insurgency will devolve into an organized criminal problem, manageable by police, as in Indian Kashmir and Sri Lanka.

If the opposition adds resources and the government stays the same or reduces its resources, the insurgency will evolve into a revolution and the government will be overrun. This happened in Afghanistan in 1996.

At this point in Afghanistan, air power is the key technological edge that maintains the equation. The Pashtuns do not fear US or Afghan soldiers. They fear US aircraft. 70,000 more Afghans will not maintain the equation if US resources decline, but US and NATO losses should decline.

Position Summary:
Provide acquisition program management support to the Global Hawk Program. Support includes Program Studies, Analysis and Acquisition Support Services for the Global Hawk Program’s Modernization Branch. Provide support to transition a highly visible ACAT 1 program from EMD to Modernization.

Essential Duties and Responsibilities:
Provide acquisition program management support to transition the Global Hawk program from EMD to Modernization.
Provide a thorough assessment of the Acquisition Program Baseline to determine current status and level of compliance and develop close-out actions for the current contract to close-out EMD.
Document findings, actions, and compliance with the exit criteria and assist in gaining approval to move into modernization.
Assess the contract’s compliance with DoD policies, instructions and directives and provide a measure of effectiveness for the contract and its associated processes and procedures.
Assist in the development of a follow-on modernization contract that is consistent with the overall program acquisition and sustainment strategy, up-to-date with current DoDI5000.02 and related policies, and provides a disciplined, structured process that is flexible enough to continue delivering warfighter capability.
Align the modernization contract to the capabilities roadmap so that it serves as the enabler for the development and fielding of future capabilities
Assist in the development and approval of a new contract vehicle for the modernization phase and updating key program documents such as the Life Cycle Management Plan and the Systems Engineering Plan

Required Education and/or Experience:
Acquisition Professional with 2-3 tours in acquisition billets. Participated in development, coordination, and execution of major program milestones. Experience as an Integrated Product Team lead or equivalent. At least 8 years related acquisition experience required, at least 5 of which will have been in a leadership position. Bachelor's Degree, Master's Degree a plus.

Additional Qualifications:
Extensive experience with defense acquisition management processes as contained in the DoD. 5000 series directives required. Clear understanding of the OSD and USAF Acquisition organization. Program Management Certified DAWIA Level III in Program Management. Excellent communications skills, both written and verbally, required.

4th Annual Claude D. Alexander Memorial Golf Tournament 20 May 2011

My wife Nancy and I cordially invite you and/or your company to participate in the fourth annual Claude D. Alexander memorial golf tournament being held at the Cedar Point Golf Course, Naval Air Station Patuxent River, MD on 20 May 2011.  Claude, a wounded Vietnam veteran (amputee) and a peer visitor to wounded Warriors and Marines at Walter Reed and Bethesda died in a sports parachute accident.  He provided counsel and guidance to hundreds of the Soldiers, Sailors, Airmen, and Marines during their recuperation at these medical centers and coordinated sporting and weekend outings (several in which we were honored to participate) to allow them R&R away from the daily grind of their extensive regimen of physical therapy.

All proceeds from this tournament benefit the Injured Marine Semper Fi Fund at http://www.semperfifund.org/, additionally; sponsorship and part of the golf costs are deductible as we are both 501 (c) (3) organizations. Last year we donated $19,500 to the Semper Fi Fund.

Marine - Home Modification








Dear Volunteers:

The Yellow Ribbon Fund has been asked to help out with modifying the home of a Marine Lance Corporal who is going to be discharged from Walter Reed at the end of March. He is paralyzed from the chest down, after an IED hit his Humvee in Afghanistan in 2009. The modifications to his parents home will allow access for his wheelchair. He and his family live in Prince William County, VA.
