DUTIES:
This Safety and Occupational Health Manager position is located in the Occupational Safety and Health Branch of the Occupational Safety, Health, and Environment Division, within the Office of Finance and Administration; Chief Administrative Officer (CAO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible to plan, organize, direct, lead, and evaluate TSA's comprehensive nationwide occupational safety and health program affecting more than 500 geographically dispersed workplaces and over 60,000 employees, ensuring compliance with a broad range of occupational safety and health standards and regulations.
The work is carried out through constant and extensive contacts with technical specialists, project managers, mission planners, training specialists, and contract personnel. Contacts are both internal and external to the agency, and require effective negotiating skills and technical expertise to resolve unique and controversial occupational safety and health issues. You will also provide technical guidance and expert advice to TSA leadership, various program offices, subordinates, and the labor union, ensuring effective implementation and regulatory compliance of the TSA occupational safety and health program.
QUALIFICATIONS:
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. This position, located in the Bureau of Consular Affairs, Visa Services Office, Information Management and Liaison Division (CA/VO/I), coordinates Visa Office policy on automated systems and interagency data exchange. The office establishes policies regarding the content of the Consular Lookout and Support System (CLASS) and classified consular website (CACLI), sends guidance to posts on CLASS and system operations, coordinates with the directorate of Consular Systems and Technology (CA/CST) on the technical maintenance and modernization of the consular systems (NIV, IV, IVIS, DVIS, PIVOT, CST Tables, 1CA…), and serves as a contact point for queries from other agencies regarding specific entries in the system. The office also coordinates access to the CCD and data exchange with other member agencies, including DHS via TECS and represents the Department of State in the DHS/State Datashare program, which exchanges data on immigrant and nonimmigrant visa cases. In addition CA/VO/I is the DOS liaison with DHS/TSA to address Travel Redress Inquiry Process (TRIP) inquiries. VO/I is the custodian of all final versions of CA/VO’s MOUs and letters of intent. DUTIES:

Researches and develops functional operational characteristics of these systems that meet the global business, political, statutory and technical needs of Visa Services. JOB DESCRIPTION:
**TSA may apply a gender-specific (male or female) hiring preference to fill TSO positions in order to meet security mission and same gender pat-down job-related requirements. At airport locations where it is necessary to apply the hiring preference, candidates of the needed gender will be provided preference in the scheduling of the computer based aptitude test, airport assessments, processing and selection.**
Transportation Security Officers (TSOs) provide security and protection of air travelers, airports and aircraft in a courteous and professional manner. This includes:
•Operating screening equipment to identify dangerous objects in baggage, cargo and on passengers, and preventing those objects from being transported onto aircraft;
•Performing searches, to include hand-wand and pat-down searches;
•Controlling terminal entry and exit points;
•Interacting with the public, giving directions and responding to inquiries;
•Maintaining focus and awareness while working in a stressful environment which includes noise from alarms, machinery and people, crowd distractions, time pressure, and disruptive and angry passengers, in order to preserve the professional ability to identify and locate potentially life threatening or mass destruction devices, and to make effective decisions in both crisis and routine situations.
KEY REQUIREMENTS:
• Pass a background investigation including a credit and criminal check
• Pass a Drug Screening and Medical Evaluation
• No default on $7,500 or more in delinquent debt (but for some bankruptcies)
• No delinquent Federal or State taxes or past due child support payments
• Selective Service registration required
QUALIFICATIONS REQUIRED:
Applicants must meet these qualifications in order to be further evaluated in the TSO hiring process:
•Be a U.S. Citizen or U.S. National at time of application submission;
•Be at least 18 years of age at time of application submission;
•Be proficient in the English language (i.e., able to read, write, speak, and listen);
•Have a high school diploma or General Educational Development (GED) credential OR at least one year of full-time work experience in the security industry, aviation screening, or as an X-ray technician.
