Taxes have been mistakenly withheld as far back as the First Gulf War.

Thousands of veterans injured in combat could soon be able to recoup taxes erroneously collected from their disability severance pay due to a new law signed by President Barack Obama.

About 13,800 veterans separated from the military due to their injuries might have been affected, the nonprofit group National Veterans Legal Service Program estimates. Due to an accounting error, as much as $78 million in taxes deducted over decades from the lump sum payments.
Federal law considers the severance payments tax exempt. But the nonprofit group said the Defense Finance and Accounting Service system was automatically making deductions since 1991, meaning troops injured in conflicts spanning from the Gulf War to the wars in Iraq and Afghanistan might have been taxed thousands of dollars improperly.
“Many of them I spoke to were hearing of this issue for the first time,” said Tom Moore, an attorney and manager of the Lawyers Serving Warriors project at the nonprofit group.
The average tax payment was $5,650, he said.
The deductions were uncovered and investigated by Moore and the National Veterans Legal Service Program and have now been stopped by the Defense Finance and Accounting Service. They had initially pursued a class-action lawsuit but realized the only clear solution was a new law backed by Congress.
The Combat-Injured Veterans Tax Fairness Act signed by Obama on Friday requires the Defense Department to calculate what money is owed to whom and provide veterans the option to reclaim the taxes.
The lump-sum severance money was paid to veterans who were injured in combat but did not rate permanently disabled. The amounts depended on rank and length of service at the time.
The average total payment was about $22,000 – severance ranged between about $12,000 and $100,000 – and was taxed at 25 percent, Moore said.
The military was aware of the automatic taxes and attempted to notify troops undergoing medical separation of how to reclaim the money. It required the servicemember to file a claim with DFAS by December of the year that they were separated, Moore said.
The Internal Revenue Service also offered a three-year window for veterans to file an amended tax return to recoup the improper deduction.
But Moore said thousands of veterans have missed the opportunities.
The military is now required to “notify all of these veterans and let them all know the three-year period to file with IRS is open,” he said.
Sen. Mark Warner, D-Va., and Sen. John Boozman, R-Ark., pushed the legislation in Congress.
“It is unbelievable that Congress needed to act to clear up this issue. Severance pay for service members who suffered combat-related injuries should not be taxed under any circumstance,” Warner said in a released statement."Do not ask what we did for our country, But what our country will do for our combat brothers and sisters - OIF3"

Purpose for  Maintenance Technician Richmond VA:
To maintain the physical appearance of the community; service residents' needs with respect to their apartment homes; provide corrective, preventative and emergency maintenance;

Authority Level for  Maintenance Technician Richmond VA:

operation, the Maintenance Personnel is responsible for the general functions of the Maintenance Office.

General Responsibilities for  Maintenance Technician Richmond VA
(1) Maintain neat, clean and appropriate physical appearance. Proper uniform, if provided, is to be worn in accordance with the Career Apparel Policy.
(2) Maintain professional, cooperative and service oriented attitude with community residents, limiting communication during working hours to matters relative to service order requests.
(3) Respond promptly to and provide all necessary services in connection with, emergencies and calls for service.
(4) Communicate hazards or unsafe conditions for public, residents, and fellow employees to supervisor.
(5) Inform supervisor of any residents or guests responsible for damage done to community structures or grounds.
(6) Accept tasks assigned temporarily, or as permanent additions, to responsibilities.
(7) Promote fair housing standards and equal housing opportunity.

Specific Responsibilities for Maintenance Technician Richmond VA
(1) Complete service order requests timely and accurately, as assigned.
(2) Monitor maintenance supply inventory and inform supervisor of items requiring ordering.
(3) Service and maintain community equipment, thereby allowing continued, uninterrupted use.
(4) Perform preventive maintenance on plumbing, electrical, heating, air-conditioning and ventilation systems.
(5) Complete inspection forms, i.e. documenting boiler readings, water heater temperatures, and routine service performed on systems.
(6) Accompany Maintenance Supervisor, Senior Property Manager/Property Manager on inspections of public areas, apartments during turnover process, semi-annual apartment smoke detector check, and any other inspections conducted by owner or management.
(7) Assist and/or supervise service companies contracted to perform specific duties at community.
(8) Where designated by Property Manager, Regional Property Manager, or Maintenance Supervisor supervise performance of other members of maintenance, and any individuals temporarily assigned to community.
(9) Depending on community needs, participate in, and remain available for, 24-hour emergency maintenance service, as scheduled.
(10) Assist, as needed, during community emergency situations (example: snow removal, fire flood, natural or man-made disasters).
(11) Attend seminars, classes or community staff meetings for policy updates, reviews or instructions for equipment use and conforming to changes in government regulations.

Required Experience/Skills for  Maintenance Technician Richmond VA
5+ years maintenance experience in individual HVAC repair and preventative maintenance of individual or central plant equipment, appliance, plumbing and electrical systems and repairs, fire safety equipment and repairs, supervision and preparation of turnover apartments and flooring installations; Ability to assist and follow instructions in the performance of all maintenance repairs and duties independently, professionally and in a timely responsible manner; Initiative and motivation to continue training to develop skills), preferred , (i.e. license and certifications); Good organizational and time management skills.
A valid driver’s license vehicle insurance and transportation to respond to on-call emergency calls is required. CFC - Type 2 may be required.

The duties and responsibilities will require all or some of the following physical applications:
Lifting dead weight in excess of 40 pounds (bags of snow melting chemicals, air handlers, HVAC units, small appliances, etc.).

Operating powered equipment where manual lifting and transporting of apparatus is required (K-1500 auger, refrigerant recovery system, vacuum pump, etc.).

Using non-powered tools requiring stooping, bending, reaching or swinging tool above shoulders (shoveling, hammering, digging, etc.).
Using non-powered equipment where manual pushing, pulling or steering of equipment is required (wheelbarrow, appliance dolly, chemical spreader, etc.).
Climbing ladders to reach heights above 7 feet from ground (change light bulbs or fixtures, roof inspections, repairs to plumbing located in ceilings, etc.).
Stooping, bending or crawling to gain access to confined areas, to effect repairs (crawl spaces, plumbing access panels, sink base cabinets for plumbing traps or garbage disposal repairs, etc.).
Driving community equipment (trucks, tractors, riding lawn mowers, etc.).

I. Job Summary For Plant Maintenance Technician Kansas City KS
The Plant Maintenance Technician is responsible for monitoring and maintaining the operation of all plant systems and equipment. Including but not limited to balers, conveyor belts, gearboxes, electrical motors, pulleys, shafts and bearings. This position must respond to all system failures by taking appropriate corrective action by completing or assigning the repairs needed to ensure that systems are operational and are functioning safely and efficiently. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.
• Performs repairs in accordance with Waste Management Safety and Life Critical Rules and OSHA. (Occupational and Safety Health Act) requirements.
• Performs preventive maintenance inspection (PM); diagnose, repair, and rebuild major equipment/components including but not limited to balers, conveyors, hydraulic power packs, eddy currents, electro-magnetic belts, optical sorters, diverters, compressors, trash compactors, motors, glass breakers, wire tie systems, fans, pumps, forklifts, front-end loaders and building equipment.
• Maintains DEI (Daily Equipment Inspections) backlog.
• Establishes and adjusts work procedures to meet production schedules and advises Sr. Plant Maintenance Manager if additional work is needed, or cannot be completed within the Standard Repair Times (SRTs).
• Inspects the quality of third party repairs and or rebuilds.
• Recommends measures to improve production, equipment performance and product quality
• Ability to multi-task and manage multiple priorities.
• Performs service calls for emergency breakdowns.
• Ability to perform under limited supervision.
• Requires a flexible work schedule, which may include nights and weekends to support operating schedule and the needs of the facility.
• Maintains a clean, safe work area in compliance with Corporate/OSHA Standards, and performs all work in accordance with established safety procedures.
