SCOPE:
Under direct supervision of the Director of International Operations and the International Program Support Manager, the Program Support Lead provides program/operational support to the MSSI contract.  The Program Support Lead will work with all members of the International Program team and other internal CHS departments as required to facilitate operations and support the MSSI contract.  While the primary support function of this position will be to support the Finance Department in the billing and analysis of MSSI invoices; other duties may include the support of recruitment, staffing, logistics and mobilization of deployed personnel for the MSSI program.

QUALIFICATIONS:
A high school diploma or equivalent is required.  Recent experience in support of International programs is preferred.  Accounts Receivable, Collections and Support experience is desirable. Candidate must be detail oriented with superior follow-through and communication skills and a strong ability to multi-task, organize priorities and deadlines.  Candidate must possess strong interpersonal skills and be customer-oriented.  Candidate must demonstrate strong verbal and written communication skills.  Candidate must be familiar with Microsoft Word and Excel.

DUTIES AND RESPONSIBILITIES:
Reviews all costs associated with each clients’ billing processes. Prepares bills or invoices, recording amounts due for items purchased or services rendered. Verifies accuracy of billing data and revises any errors (comparing billing data to actual contract). Reviews billing details gathered by accounting software to compute fees and charges due. Maintains billing records and supporting documentation. Distributes bills or invoices to clients either by printing and mailing or uploading to a shared site. Resolves discrepancies in billing records and recoups from future bills as directed. Creates billing documents, credit memorandums, and other related communication as necessary. Creates and distributes regular reports to Program Managers (reviewing time, expenses), upper management and external clients; provides reports to Business Development on (PSRs, Annual Sales, etc) in support of ongoing sales efforts.  Assists recipients with understanding and analyzing the reports. Ensures all billing deadlines are met. Monitors and manage the unbilled receivables balances on each contract. Monitors and follow up on past due invoices. The ability to master the use of financial aspects of accounting software. May require partnering with Contracts and client-facing departments to ensure most current and thorough data are utilized prior to billing. Experience with utilization of advanced features of Microsoft Excel to create and reconcile bills; pulling varying sets of data is desirable. Reviews and approves expense reports based on contract requirements; provides training on the proper completion of timesheets and expense reports, ensuring proper billing for same to clients. Maintains Accounts Receivable record-keeping; coding payments to appropriate General Ledger accounts. Assists Accounts Payable in coding invoices received from clients to ensure proper tracking of expenses. Assists in the management and tracking of petty cash expenses. Responsible for the training of MSSI personnel in the use of Deltek for timesheet collection, expense authorizations and expense reports Other duties as requested and assigned.

OTHER DUTIES:
Performs duties in a safe manner.  Follows the corporate safety policy.  Participates and supports safety meetings, training and goals.  Ensures safe operating conditions within area of responsibility.  Encourages co-workers to work safely.  Identifies “close calls” and/or safety concerns to supervisory personnel.  Maintains a clean and orderly work area. Support of recruitment, staffing, logistics and mobilization of deployed personnel for the MSSI program.

PHYSICAL REQUIREMENTS:
Work is normally performed in a typical interior/office work environment.  Work involves sitting and standing for prolonged periods of time. May require bending, stooping and lifting up to 15 lbs. Good eye/hand coordination required.  Constant use of sight, speech, hearing, frequent keying and use of computer and common office equipment required

Shall have a minimum experience of two (2) years in maintaining canine health records and canine international health certificates
Shall have experience with a microchip program that scans, reads and tracks canines

Examine animals to detect nature of diseases or injuries.
Treat sick or injured animals by prescribing medical, setting bones, dressing wounds, or performing emergency/stabilizing surgery.

Advise handlers regarding sanitary, feeding, and general care necessary to promote health of animals.
Educate handlers/trainers about diseases that can be spread from animals to humans.
Train and supervise workers who handle and care for animals.
Establish and conduct quarantine and testing procedures that prevent the spread of diseases to other animals or to humans, and that comply with applicable government regulations.
Perform administrative duties such as scheduling appointments and maintaining business records
Inspect and test animals to detect the presence of communicable diseases.
Plan and execute animal nutrition and reproduction programs.
Inspect animal housing to determine cleanliness and adequacy

Shall Attend a Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the MSSI-Iraq contract. Training may include: Combat First Aid, Weapons
Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage
Survival and Personnel Recovery.
Shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical
Management System software.
Ability to communicate clearly and effectively, both verbally and in writing.
PHYSICAL REQUIREMENTS:
Must be confirmed by a dental and medical examination to be “medically and dentally fit” in accordance with CHS requirements.

The USCG is announcing a challenging Senior Executive Service career opportunity to serve as Director, National Pollution Funds Center. The Director of the National Pollution Funds Center directs the use of the Oil Spill Liability Trust Fund (OSLTF) to finance all Federal oil spill removal activities conducted under section 311 of the Clean Water Act (CWA) and compensate governments, natural resource trustees and other private third party claimants for oil removal costs and other damages under the Oil Pollution Act of 1990 (OPA90).  The Director also manages a vessel financial responsibility program under OPA 90 to ensure vessel owners and operators have the ability to pay their oil spill liabilities as a condition of operating in United States waters as well as a cost recovery program to ensure liable polluters reimburse the OSLTF for all Federal oil removal costs and claims payments.

The selectee must attain a Top Secret clearance, complete a Personal Financial Disclosure Report, and undergo pre/post-appointment random drug testing. U.S. Citizenship required.

IT SPECIALIST FIELD SERVICE TECHNICIANS












We are looking for IT Field Service Technicians to help support a high profile Government client in several locations.  The candidate will be responsible for providing general IT technical services.  Demonstrate ability to resolve HW and SW issues by troubleshooting and/or escalating as needed.  Ability to show break fix support for IT assets, legacy systems, servers and other equipment.

Locations:
Pearl Harbor, Hawaii & Groton, CT

Essential Duties and Responsibilities.
To perform this job successfully, an individual must be able to perform each essential duty efficiently.  The requirements listed below are representative of the knowledge, skills, and/or abilities required. Provide desk side support to computer HW, SW, and other electronic or mechanical devices including clients, servers, legacy systems.
- Provide resolution of incidents that could not be resolved remotely and are transferred from the Service Desk to the site for resolution.
- Investigate, resolve, document, and report the causes and corrective actions in the Incident Management System for all incidents assigned by the Service Desk.
- Comply with escalation procedures and Government directed prioritization to resolve assigned incidents consistent with   Service Level Requirements.
- Provide break fix support for contractor furnished and government owned printers.
- Maintain and support deployable end user devices for use in an expeditionary or field environment.

Education:
High school Diploma or General Equivalency Diploma (GED).

Experience:
Four to six (4-6) years of related experience in information systems.  Experience in SAN/Back-Up/Recovery technologies and operations in a fast paced, Enterprise IT support environment.

Certifications Required:
A+ and OS Certification.  A+ must be possessed prior to onboarding, OS certification can be obtained within 90 days.  The OS requirement is completion of Microsoft 70-685 – “Windows 7 Enterprise Desktop Support Technician”.

Security Clearance:
SECRET (or Interim) clearance required.
