Essential Functions and Job Responsibilities For Functional Manpower Program Analyst:
The candidate’s core responsibilities will include, but not to be limited to:
Defining the appropriate workforce mix (military, civilian, and contract personnel) to support the DHA mission.
Planning, organizing, and conducting manpower analyses and requirements determinations for DHA positions and mix for military, civilian, and contract personnel, perform data collection,  forecasting and optimization studies, coordinate with tri-service personnel systems and points of contact.
Supporting development of DoD manpower documentation and Joint Table of Distribution.
Conducting risk assessments to minimize adverse impacts on the workforce due to restructuring and external factors such as changes in mission requirements.
Providing input and analysis to a wide variety of Programming Branch activities to Program Objective Memorandum (POM) support; Joint Table of Distribution (JTD) (manpower document)  production; Budget Estimate Submission (BES).
Supporting the DHA corporate structure activities including the Requirements and Resourcing Board and the Senior Requirements and Resourcing Council.
Supporting the allocation of the DHA manpower authorization levels over  the Future Year Defense Program (FYDP).
Supporting the development and coordination of Planning, Programming, Budget System (PPBS) input such as Memorandum of Agreements (MOAs) and Program Issue Papers.
Supporting of the Medical Personnel Operation Group (MPOG).
Using DoD Manpower & Organization tools, standards, processes, instructions and directives to establish management processes for the DHA to ensure transparency and accountability of manpower resourcing.
Establishing a manpower resource allocation process for military and civilian manpower resources that align with the DHA program of record.
Providing support in the development, finalization and sustainment of the DHA JTD that includes the headquarters, and the National Capital Region, including the military treatment facilities.
Providing assistance in the development of an integrated master schedule with a plan of action and milestones chart(s) to measure program schedule, and performance.
Providing direct-support in the documentation of the manpower baseline for the DHA and make this information available to ensure full transparency.
Offering assistance, support, and recommendations to enable accountability for organization discipline and resource tracking through direct communications with the various agency directorates and Service medical command stakeholder interactions (via meetings, governance channels, etc.,).


Minimum Requirements For Functional Manpower Program Analyst:
Bachelor’s Degree  in related field with minimum 3-5+ years’ experience as a Manpower Analyst within the DoD.

An equivalent combination of education and relevant experience may be considered (5+ years’ relevant experience can be substituted for degree).
Overall experience in manpower analysis programs and Government consulting expertise is required.
Federal health experience highly desirable (DoD, MHS).
Must be able to gather and analyze information skillfully.
Experience working with the Military Health System is highly desirable.
Experience with Microsoft Office, including Project, Word, PowerPoint, and Excel, and SharePoint.
Strong oral, written communications, influencing, interpersonal and organizational skills.
In addition, U.S Citizenship is required. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. Individuals may also be subject to a background investigation to include but not limited to criminal history, employment and education verification, drug, testing, and creditworthiness.


Additional Desired Qualifications For Functional Manpower Program Analyst:
Bachelor’s Degree in related field.
Certified Strategic Workforce Planner (SWP).
Certified Project Management Professional (PMP).
