Quality Manager is responsible for entire quality department including scheduling, training, reporting, and managing staff.
Responsible for working directly with the FAA, maintaining training documentation, creating reports, following rules and regulations.
Experienced in Six Sigma, LEAN or other quality/production/planning systems a plus.
Must be organized, possess time management skills with excellent written and verbal communication skills.
Candidate must have turbine experience with a minimum of 5 years hands-on aviation quality management experience. Must be a team player knowledgeable and experienced in motivating and inspiring staff.

DUTIES:
This Safety and Occupational Health Specialist position is located at Luis Munoz Marin International Airport (SJU), in the Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position you will be responsible for coordinating, monitoring, and developing the programs and processes concerned with safety and occupational functions and supporting the safety function at an airport at the hub level including the coordination of safety functions performed at the associated spoke airports. Work performed minimizes human injury and property losses due to harmful incidents incurred by designing of management policies, programs and practices. You will apply experience and advanced knowledge of safety and occupational health program principles, concepts, regulations, practices, analytical methods and techniques to perform multiple and varying assignments. Typical duties include:
•Providing coordination of the safety program with airport management, spoke airports, the Office of Security Operations, and other program areas by coordinating/facilitating delivery of services as required.
•Providing ongoing services to managers, assigned organizations, and employees in their assigned program areas to include initiating, tracking and following up on cases and studies to ensure timely completion and regulatory compliance.
•Providing advice and guidance to professionals, managers, and employees sufficient to resolve recurring problems or those requiring adaptation of past precedents through the sharing of information or recommending alternative and appropriate approaches, including the review of policies and precedents with limited guidance.
•Undertaking extensive research and analysis and coordinating with more senior specialists and/or supervisors as necessary to ensure that the most recent guidance is applied when making technical decisions or advising managers, staff, and employees. Recommending unprecedented interpretations of guidance consistent with mission requirements and compliance with underlying statutes, and applying considerable discretion in advocating specific courses of action.
•Identifying and proposing technically sound and administratively compliant solutions to a range of complex but recurring safety hazards and risks requiring considerable judgment to ensure that recommendations and approaches best meet TSA operational needs.
•Designing and conducting studies where the issues under review are complex and require recommending program changes or improvements to systems and processes.
•Developing and providing instruction and training content for airport employees and supervisors to reduce or eliminate potential accident related losses.
•Providing training and guidance on the handling, transportation, and maintenance of hazardous materials.
•Serving as a troubleshooter regarding causes for accidents or losses and implementing adjustments in processes to prevent future incidents.
•Conducting routine safety inspections.
•Reporting on safety, accidents, implementation of preventative measures, and status.
•Providing guidance to more junior analysts as appropriate to accomplish ongoing work.
QUALIFICATIONS REQUIRED:
To qualify for the SV-H Pay Band, (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience will include coordinating, monitoring, and developing safety and occupational health functions, programs, and processes and reporting on safety, accidents, implementation of preventative measures and program status to program management.

DUTIES:

•Providing subject matter expertise in the national program direction and oversight.
•Providing authoritative support and policy guidance for senior leadership, subordinate staff, and other stakeholders on proprietary EDCT operations.
•Overseeing policy and standard operation procedures (SOPs) development for several hundred EDCTs nationwide.
•Supporting national canine operations and local airports with policy, programmatic/logistic and operational oversight, and allocation management.
•Coordinating with the Office of Law Enforcement canine training and evaluation section on training development and delivery.
•Providing goals and metrics to local airports on risk-based approaches to security, and participating in the development of national policy and strategic operational direction.
•Representing TSA with industry groups, and international government agencies.
•Responding to Government Accountability Office (GAO), Office of Inspector General (OIG), and Congressional inquiries.

Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

QUALIFICATIONS REQUIRED:

Memorial Day, originally called Decoration Day, is a day of remembrance for those who have died in our nation's service. There are many stories as to its actual beginnings, with over two dozen cities and towns laying claim to being the birthplace of Memorial Day. There is also evidence that organized women's groups in the South were decorating graves before the end of the Civil War: a hymn published in 1867, "Kneel Where Our Loves are Sleeping" by Nella L. Sweet carried the dedication "To The Ladies of the South who are Decorating the Graves of the Confederate Dead" (Source: Duke University's Historic American Sheet Music, 1850-1920). While Waterloo N.Y. was officially declared the birthplace of Memorial Day by President Lyndon Johnson in May 1966, it's difficult to prove conclusively the origins of the day. It is more likely that it had many separate beginnings; each of those towns and every planned or spontaneous gathering of people to honor the war dead in the 1860's tapped into the general human need to honor our dead, each contributed honorably to the growing movement that culminated in Gen Logan giving his official proclamation in 1868. It is not important who was the very first, what is important is that Memorial Day was established. Memorial Day is not about division. It is about reconciliation; it is about coming together to honor those who gave their all.

Memorial Day was officially proclaimed on 5 May 1868 by General John Logan, national commander of the Grand Army of the Republic, in his General Order No. 11, and was first observed on 30 May 1868, when flowers were placed on the graves of Union and Confederate soldiers at Arlington National Cemetery. The first state to officially recognize the holiday was New York in 1873. By 1890 it was recognized by all of the northern states. The South refused to acknowledge the day, honoring their dead on separate days until after World War I (when the holiday changed from honoring just those who died fighting in the Civil War to honoring Americans who died fighting in any war). It is now celebrated in almost every State on the last Monday in May (passed by Congress with the National Holiday Act of 1971 (P.L. 90 - 363) to ensure a three day weekend for Federal holidays), though several southern states have an additional separate day for honoring the Confederate war dead: January 19 in Texas, April 26 in Alabama, Florida, Georgia, and Mississippi; May 10 in South Carolina; and June 3 (Jefferson Davis' birthday) in Louisiana and Tennessee.

In 1915, inspired by the poem "In Flanders Fields," Moina Michael replied with her own poem:

We cherish too, the Poppy red
That grows on fields where valor led,
It seems to signal to the skies
That blood of heroes never dies.

She then conceived of an idea to wear red poppies on Memorial day in honor of those who died serving the nation during war. She was the first to wear one, and sold poppies to her friends and co-workers with the money going to benefit servicemen in need. Later a Madam Guerin from France was visiting the United States and learned of this new custom started by Ms.Michael and when she returned to France, made artificial red poppies to raise money for war orphaned children and widowed women. This tradition spread to other countries. In 1921, the Franco-American Children's League sold poppies nationally to benefit war orphans of France and Belgium. The League disbanded a year later and Madam Guerin approached the VFW for help. Shortly before Memorial Day in 1922 the VFW became the first veterans' organization to nationally sell poppies. Two years later their "Buddy" Poppy program was selling artificial poppies made by disabled veterans. In 1948 the US Post Office honored Ms Michael for her role in founding the National Poppy movement by issuing a red 3 cent postage stamp with her likeness on it.

Traditional observance of Memorial day has diminished over the years. Many Americans nowadays have forgotten the meaning and traditions of Memorial Day. At many cemeteries, the graves of the fallen are increasingly ignored, neglected. Most people no longer remember the proper flag etiquette for the day. While there are towns and cities that still hold Memorial Day parades, many have not held a parade in decades. Some people think the day is for honoring any and all dead, and not just those fallen in service to our country.

There are a few notable exceptions. Since the late 50's on the Thursday before Memorial Day, the 1,200 soldiers of the 3d U.S. Infantry place small American flags at each of the more than 260,000 gravestones at Arlington National Cemetery. They then patrol 24 hours a day during the weekend to ensure that each flag remains standing. In 1951, the Boy Scouts and Cub Scouts of St. Louis began placing flags on the 150,000 graves at Jefferson Barracks National Cemetery as an annual Good Turn, a practice that continues to this day. More recently, beginning in 1998, on the Saturday before the observed day for Memorial Day, the Boys Scouts and Girl Scouts place a candle at each of approximately 15,300 grave sites of soldiers buried at Fredericksburg and Spotsylvania National Military Park on Marye's Heights (the Luminaria Program). And in 2004, Washington D.C. held its first Memorial Day parade in over 60 years.

To help re-educate and remind Americans of the true meaning of Memorial Day, the "National Moment of Remembrance" resolution was passed on Dec 2000 which asks that at 3 p.m. local time, for all Americans "To voluntarily and informally observe in their own way a Moment of remembrance and respect, pausing from whatever they are doing for a moment of silence or listening to 'Taps."

The Moment of Remembrance is a step in the right direction to returning the meaning back to the day. What is needed is a full return to the original day of observance. Set aside one day out of the year for the nation to get together to remember, reflect and honor those who have given their all in service to their country.

But what may be needed to return the solemn, and even sacred, spirit back to Memorial Day is for a return to its traditional day of observance. Many feel that when Congress made the day into a three-day weekend in with the National Holiday Act of 1971, it made it all the easier for people to be distracted from the spirit and meaning of the day.  As the VFW stated in its 2002 Memorial Day address: "Changing the date merely to create three-day weekends has undermined the very meaning of the day.  No doubt, this has contributed greatly to the general public's nonchalant observance of Memorial Day."

Memorial Day is not to be confused with Veterans Day; Memorial Day is a day of remembering the men and women who died while serving, while Veterans Day celebrates the service of all U.S. military veterans, living or dead.

HONOR.......Simply put, A VETERAN - whether Active Duty, Retired, National Guard or Reserve - is someone who, at one point in their life, wrote a blank check made payable to "The United States of America," for an amount of "Up to and including my life." Transportation Security Officers (TSOs) provide security and protection of air travelers, airports and aircraft in a courteous and professional manner. This includes:
•Operating screening equipment to identify dangerous objects in baggage, cargo and on passengers, and preventing those objects from being transported onto aircraft;
•Performing searches, to include hand-wand and pat-down searches;
•Controlling terminal entry and exit points;
•Interacting with the public, giving directions and responding to inquiries;
•Maintaining focus and awareness while working in a stressful environment which includes noise from alarms, machinery and people, crowd distractions, time pressure, and disruptive and angry passengers, in order to preserve the professional ability to identify and locate potentially life threatening or mass destruction devices, and to make effective decisions in both crisis and routine situations.

KEY REQUIREMENTS:
•    Pass a background investigation including a credit and criminal check
•    Pass a Drug Screening and Medical Evaluation
•    No default on $7,500 or more in delinquent debt (but for some bankruptcies)
•    No delinquent Federal or State taxes or past due child support payments
•    Selective Service registration required
QUALIFICATIONS REQUIRED:
Applicants must meet these qualifications in order to be further evaluated in the TSO hiring process:
•Be a U.S. Citizen or U.S. National at time of application submission;
•Be at least 18 years of age at time of application submission;
•Be proficient in the English language (i.e., able to read, write, speak, and listen);
•Have a high school diploma or General Educational Development (GED) credential OR at least one year of full-time work experience in the security industry, aviation screening, or as an X-ray technician.
