DUTIES:
This Program Assistant position is located in the Law Enforcement Officer Reimbursement Program, Assessments and Support Programs Branch, Security Services and Assessments Division Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Providing program monitoring and analysis support.
Assisting with the review of Requests for Reimbursement for overall compliance with the policies, procedures and program requirements of the Law Enforcement Officer (LEO) Reimbursement Program.
Applying policies, rules and regulations and assisting in evaluating operating program characteristics to prepare reports and to identify and recommend procedural improvements.
Creating and editing program materials, including presentations, informational brochures and mailings.
Maintaining, updating and archiving program records, databases and files in accordance with applicable record retention policies.
Delivering high-quality customer service that meets the needs of both internal and external customers.
The major duties described above reflect the full performance level of this position. Typically, at the lower Pay Band (SV-E), you will perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

QUALIFICATIONS REQUIRED:
To qualify at the SV-E Pay Band (equivalent to GS-7/8), you must have one year of specialized experience at the SV-D Pay Band or GS-6 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes assisting with providing analysis support; preparing reports; correspondence and program materials; maintaining program records; and providing basic information to staff and superiors.
To qualify at the SV-F Pay Band (equivalent to GS-9/10), you must have one year of specialized experience at the SV-E Pay Band or GS-8 in the Federal service or equivalent experience in the private sector. JOB DESCRIPTION:

**TSA may apply a gender-specific (male or female) hiring preference to fill TSO positions in order to meet security mission and same gender pat-down job-related requirements. At airport locations where it is necessary to apply the hiring preference, candidates of the needed gender will be provided preference in the scheduling of the computer based aptitude test, airport assessments, processing and selection.**

Transportation Security Officers (TSOs) provide security and protection of air travelers, airports and aircraft in a courteous and professional manner. This includes:
•Operating screening equipment to identify dangerous objects in baggage, cargo and on passengers, and preventing those objects from being transported onto aircraft;
•Performing searches, to include hand-wand and pat-down searches;
•Controlling terminal entry and exit points;
•Interacting with the public, giving directions and responding to inquiries;
•Maintaining focus and awareness while working in a stressful environment which includes noise from alarms, machinery and people, crowd distractions, time pressure, and disruptive and angry passengers, in order to preserve the professional ability to identify and locate potentially life threatening or mass destruction devices, and to make effective decisions in both crisis and routine situations.

KEY REQUIREMENTS:
•    Pass a background investigation including a credit and criminal check
•    Pass a Drug Screening and Medical Evaluation
•    No default on $7,500 or more in delinquent debt (but for some bankruptcies)
•    No delinquent Federal or State taxes or past due child support payments
•    Selective Service registration required

QUALIFICATIONS REQUIRED:
Applicants must meet these qualifications in order to be further evaluated in the TSO hiring process:
•Be a U.S. Citizen or U.S. National at time of application submission;
•Be at least 18 years of age at time of application submission;
•Be proficient in the English language (i.e., able to read, write, speak, and listen);
•Have a high school diploma or General Educational Development (GED) credential OR at least one year of full-time work experience in the security industry, aviation screening, or as an X-ray technician.

Define, design, implement, and maintains databases and conceptual, logical, and physical data models. Advise customers on issues regarding full life cycle of data from design to production to maintenance, and including conversion, migration, translation, and data quality assurance. Assures that database information can be shared, understood, accessed and is accurate. Assess customer requirements, evaluate alternatives, and develop recommendations. Responsible for all activities related to the administration of computerized databases. Advises and assists government on establishing and implementing administrative policies and procedures, on technical problems, on priorities, and on methods. Projects long-range requirements for database administration in conjunction with other managers in the information systems function as well as business function managers.

Assist in updating, validating, and transitioning the web service GMMI in accordance with GMMI milestones including the development of the Program Analysis, search Program, and integration of the UGO Directory activities
Manage the GMMI account including establishing and maintaining the accounts for approved users
Assist in developing, maintaining , and conducting all development, programming, and coding activities tied to GMMI
Demonstrated knowledge of NSG database standards
Experience in developing and/or maintaining IC databases
Experience in transitioning custom-coded software (e.g. Cold Fusion code) to COTS software (e.g. Server 2007, oracle, Sybase, etc.)
Experience in Graphical User Interfaces (GUIs) and visualization tools
Experience in Cold fusion development and oracle database administration
Knowledge of Flex and Flash is necessary
Knowledge of IBM Elixir
