Military TransitionTransitioning from military to civilian life and employment isn't a piece of cake. If you're a veteran and a job seeker, you know what I'm talking about. Have you been sending out your military resume and not getting any replies from employers? You're not alone.

A recent study found out that veterans list finding a job as the greatest challenge they face when transitioning to civilian life.

So, can your military resume even land you a job? Sure. But only as long as you translate all of the valuable skills you've acquired while working in the military into competencies that are relevant to civilian jobs.

Here's how to get the most out of your military experience while writing your civilian resume.

1. Remember That Your Resume Serves Particular Objectives

As a professional transitioning from the military to the civilian sector, you need a resume that meets specific criteria. Naturally, it should entice recruiters to call you for an interview. But it also needs to serve as proof of your ability to transition into civilian employment. That's why you should demonstrate the civilian applications of your military skills and experiences. Your resume should also aim to bridge the gap between the professional you were in the service, and the civilian employee you wish to become.

2. Plan Your Career, Here's How

You won't be able to market your skills for a civilian job if you haven't developed a career strategy first. Start with your military employment and research occupations which are close to the positions you've held previously. You've got a specific skill set and training. Have a look around to see which industries employ people with these qualifications. If you're undecided, it's not a problem. You can write several versions of your resume for different career paths.

Got your target job? Great.

Now, list all your skills, education, and experience that are relevant and valuable. For an obvious example, if you're applying for a job in accounting, your marksmanship skills won't help you land the position. Expect to let go of some of your skills. That’s simply part of transitioning to a different industry.

If you list irrelevant skills and experiences on your resume, recruiters won’t see you as a relevant candidate.  Focus only on qualifications that you can transfer to your new role.

The SR Acquisition Program Analyst DAWIA certs will be involved through the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract administration and contract close-out performing the duties described below.

Responsibilities for SR Acquisition Program Analyst DAWIA certs
• Assist government procurement agencies in developing acquisition strategies, work statements, evaluation plans and qualify vendors in support of Headquarters Air Force (HAF) budget preparation and defense, SAE oversight and decision-making activities, PEO program execution and oversight efforts.
• Maintain and analyze planning, scheduling, and management.
• Study, analyze, and provide recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
• Provide honest broker assessments of programs approaching milestone decisions and of prime contractor technical and operational issues.
• Research and analyze program trends, identify issues, and recommend solutions.
• Update and analyze program documents (such as Issue Books, Fact Sheets, PMDs, Selected Acquisition Reports [SARs], etc).
• Make recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction.
• Track compliance with stated program direction and identify issues.
• Identify changes in program direction and assess impacts.
• Identify and research programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules.
• Monitor the implementation and effectiveness of acquisition management changes directed on AF acquisition programs.
• Monitor Office of the Secretary of Defense (OSD), Air Force, and other Service’s activities and assess their impact on AF acquisition programs.
• Maintain historical Air Force weapon program documentation and develop summary documents/briefings and training material.
• Provide short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, Major Air Command (MAJCOM), North Atlantic Treaty Organization (NATO), coalition, or bi-lateral activities.
• Review PPBE documentation and Program Management Directives (PMD) to ensure they accurately articulate the current program.
•Support the HAF review process – Air Force Requirements Oversight Council (AFROCs), Joint Warfighting Capabilities Assessment (JWCAs), Defense Acquisition Boards (DABs), Congressional cycle, Acquisition Strategy Panels (ASPs), Air Force Review Board (AFRBs), Configuration Steering Board (CSB), Government Accountability Office (GAO) reports, etc.
• Perform the Secretariat function for ASPs, AFRBs, and CSBs.
• Review and document Mandatory Declassification Review (MDR) and Freedom of Information Act (FOIA) requests.
• Support program-specific strategy development, analysis, and planning for all phases of a program’s life cycle (such as phase transitions from technology development), through system development, production, fielding, modification, and sustainment.
• Interpret, using Microsoft Project or other equivalent software packages, the acquisition program schedule and compare to overall Integrated Master Schedule to identify schedule risk that could lead to increased costs.
• Involved through the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract, administration, and contract closeout.
• Apply defense acquisition process in the analysis and improvement of acquisition policies and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measurement of the effectiveness of implementation
• Support program-specific efforts like Concept of Operations (CONOPS) development, Capacity Development Documents (CDD), Capacity Production Documents (CPD), Information Exchange Requirements (IER), and requirements working groups.
• Support the HAF review process- Air Force Requirements Oversight Council (AFROCs), Joint Warfighting Capabilities Assessment (JWCAs), Defense Acquisition Boards (DABs), Congressional Cycle, Acquisition Strategy Panels (ASPs), Air Force Review Board (AFRBs) Configuration Steering Board (CSB), Government Accountability Office (GAO) reports.
• Apply knowledge of the defense acquisition process in the analysis and improvement of acquisition process policy and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation.
• Use quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.
• Participate in developing acquisition plans, source selection documents (including evaluation criteria).
• Conduct Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids.
• Assist with the development of pre-award technical documentation (solicitation, IGCE, Technical Evaluation Plan (TEP) and Technical Evaluation Report).
• Work independently while understanding the necessity for communicating and coordinating work efforts with other employees and organizations.
• Establish and maintain effective professional working relationships with co-workers, and customers.
• Follow policies and procedures as described in corporate manuals and directives.
• Attend work each day during scheduled work hours unless on approved travel or time off.
• Perform occasional travel to contractor and customer sites, as required (see WORKING CONDITIONS below).
• Work flexible hours, including occasional overtime.
• Carry out other duties as may be assigned or requested
.
Working Conditions for SR Acquisition Program Analyst DAWIA certs
• Work is performed indoors at SAFTAS II with some potential risks to safety and health hazards related to electronics.
• Travel to CONUS locations may be required.

Basic Qualifications for SR Acquisition Program Analyst DAWIA certs
• Must have a current Government “Secret” security clearance and ability to maintain it.
• Master’s degree, preferably in Engineering or Scientific discipline with 10+ years of experience in government or industry. OR Bachelor’s’ degree with 18+ years of related work experience.
• Must be competent in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint and Access).
• Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.

Management Information System (MIS) Specialist
Number of people: 1
Location: D.C. area; must be able to commute to headquarters in Crystal City, VA 4 days/week (Monday to Thursday)
Must be willing to travel to Cambodia periodically. 9 short-term visits to provide technical assistance, varying in length between two to four weeks each

Position Description for Management Information System Specialist
The MIS Specialist, acting primarily in an advisory role, will provide supervisory technical assistance at the national and sub-national levels in assigned country(ies). This will involve helping to pursue the strategy of taking “a systematic approach to selecting and implementing technology initiatives to support country MIS, which leverages lessons learned in development and commercial best practices to complement an overall health systems strengthening framework.”
The MIS Specialist is expected to provide services under the umbrella of Country Programs focused Systems Strengthening. Focus areas of concern across the countries include:
MIS Development, Integration, and Deployment. Provide technical assistance for tools and capabilities to integrate in-country systems at the national and sub-national levels, with global systems, such as for supply chain management (SCM) and logistics management, and extend supply chain visibility for the project and USAID. This may also require coordination, collaboration and integration with activities, applications and systems provided by other aid donors.
MIS Strategy. Determine and target optimal approaches to automation for country specific MIS, which recognizes the different levels of maturity, sophistication and capacity among the aid recipient countries and the need for effective and efficient solutions that are viable and sustainable in each context.
Legacy software applications. Develop transitional and transformational strategy and plans for legacy software applications that will include upgrading tools and providing ongoing support. The strategy will prioritize upgrades for the applications and describe plans for ongoing support, including for tools such as for ForLab, LabEQIP, PPMR and PPMRm.
Community and conference attendance and participation. Attendance and participation in select conferences, such as, the OpenLMIS Product Committee, the GS1 Global Health Supply Chain, and African Society for Laboratory Medicine (ASLM), to provide briefings, discussions and material.
Services are expected to be delivered through Headquarters based work, and Short Term Technical Assistance (STTA) visits to assigned countries and other travel destinations, as necessary. Support of aid recipient countries may at times be greatly aided by the capability to carry out effective business and technological communications in foreign languages. Required Skills for Management Information System Specialist
In order to perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• Bachelor’s degree in relevant field; advanced degree preferred.
• Minimum of ten (12) years of relevant experience developing, assessing, and implementing MIS solutions in international development
• Proven experience in advising public sector clients
• Demonstrated ability to advise, work with and lead cooperating partners in implementing complex programs
• Excellent interpersonal and communications skills
• Demonstrated leadership, versatility, and integrity.
• Willingness to travel globally (estimated maximum 9 trips a year, mostly 2 weeks each, sometimes 4 weeks)
• Fluency in English required.
• Experience architecting/designing MIS solutions with distributed applications developed (Java, PHP, Python, Perl, or Microsoft technologies), PostgreSQL (>8 years);
• Experience architecting/designing MIS solutions with the XAMPP solution stacks (>8 years)
• Experience architecting/designing Internet web-based applications (>10 years)
Preferred Skills for Management Information System Specialist
• System and Software Architecture and Design (>10 years)
• System Design/Build and Operate/Maintain practices and their implementation (>5 years)
•I nfrastructure Engineering (>3 years)
• Project Management (>5 years)
• Developing Business Cases (>2 years)
• Fluency in language of developing countries (French, Spanish, or Portuguese preferred)
