KEY REQUIREMENTS:

•You must be able to obtain and maintain a Secret Clearance.

DUTIES:
This Logistics Management Specialist position is located in the Integrated Logistics Support Branch, Operations Support Division, Office of Security Capability (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Logistics Management Specialist responsible for managing the development and implementation of logistics support strategies for checked baggage security systems.  You will be managing and monitoring the integrated logistics support technical disciplines necessary to develop and deploy checked baggage security systems and technologies.  The disciplines include:  maintenance planning, staffing supply support, test equipment, training and training devices, technical documentation, packaging, handling, storage and transportability, facilities and reliability and maintainability.
Duties will include but are not limited to:
•Identifying the specific requirements for funding, manpower, material, facilities, and services needed to support OSC programs.  Developing program office planning documents incorporating the logistics requirements for installing, operating, and maintaining checked baggage security systems.
•Translating broad goals into operational concepts, standards, procedures, and executable tasks for contractors, correlating requirements with program plants to ensure the needed support is provided at the right time and place.
•Conducting logistics support analyses for new systems and technologies and alternatives under consideration and advising OSC management accordingly.
•Ensuring all major material alternative considerations and all major acquisition functional decisions reflect an understanding of the effects on the operations and sustainment of system or technology effectiveness and affordability, identifying and developing support requirements that relate to security systems/technology readiness objectives.
•Developing logistics support concepts for planned security systems and technology acquisitions.
The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band SV-I) performs the same duties but will receive more guidance and training; and projects or work assignments may be less complex.

QUALIFICATIONS REQUIRED:
To qualify for the SV-I Pay Band (equivalent to the GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes experience planning, coordinating or evaluating the logistics required to support complex systems.
To qualify for the SV-J Pay Band (equivalent to the GS-14/15), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes comprehensive experience planning, coordinating or evaluating the logistics required to support complex systems; and overseeing program requirements such as money, manpower, material, facilities, or services.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
