This vacancy will be filled through DHS/TSA's Direct Hire Authority. This announcement is issued under the direct-hire authority to recruit for positions for which there is a critical hiring need.

KEY REQUIREMENTS:
You must possess U.S. Citizenship or be a U.S. National.
You must complete a favorable Background Investigation (BI).
You must be able to obtain and maintain a Top Secret Clearance.
You must pass Drug and Alcohol Screening, subject to random drug tests.

DUTIES:
If selected for this position, you will serve as an Information Technology (IT) Specialist (INFOSEC) for the Operations Engineering Division (OED), Enterprise Support Services Branch within the Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will serve as a senior Information Systems Security Officer (ISSO) in support of the IT Security and Cyber Security compliance of systems engineering, enterprise operations, operational and support processes and Systems Engineering Life Cycle (SELC) activities.  You will serve as a project lead for the full life cycle for multiple, simultaneous large and complex information systems projects ensuring that TSA systems, networks, and data are supported, secure, protected, monitored, and uninterrupted.

Duties include:
  • Managing the security aspects of the information system for the day-to-day operations including Plans of Action and Milestones (POA&M) management, certification and accreditation responsibilities, security audit support, change management, security configuration management, physical security, personnel security, incident handling, and security awareness and training.
  • Planning, and implementing systems to evaluate Cyber Security and IT Security compliance with specifications and requirements by applying principles and methods for cost-effective planning and validating of performance characteristics (including interoperability) of systems incorporating information technology and security.
  • Leading and advising integrated and complex security and cyber security operations that involve the integration/testing, operations and maintenance of existing systems security posture, and accreditation.
  • Testing, implementing, and maintaining the infrastructure hardware and software that are required to effectively manage the computer Cyber defense service and resources, including the operation and maintenance of the infrastructure hardware and software that permit the sharing and secure transmission of all internal and external information on all information systems.
  • Working with system owners and program/project managers to ensure all procurement and contract actions take security requirements into account and Statements of Work have appropriate language to avoid security-related problems in the future.
  • Supporting multiple operations and engineering projects and planning efforts from a Cyber Security and IT security compliance point of view and communicating policy compliance and recommended practices with multiple stakeholder communities in current and planned systems.
  • Supporting enterprise technology operations business spanning the full acquisition life cycle for planning, market research, proposal evaluation, agreement monitoring, assessment, and problem resolution.
  • Working the development and review of lifecycle acquisition documentation of all products and services for large Information Technology (IT) Enterprise activities and projects.


QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS FOR IT POSITIONS: Applicants must possess IT related experience demonstrating each of the four basic competencies listed below.

  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.

Such experience includes:
  • applying knowledge of classified and unclassified IT security/Cyber Security /Information Assurance solutions in the context of Federal IT Security regulations and guidance such as National Institute of Standards and Technology (NIST) 800-53, NIST 800-37, Federal Information Processing Standards (FIPS) 199, Federal Information Security Management Act (FISMA),  and Office of Management and Budget (OMB) Circulars A-123, A-127, and A-130 functioning as a technical authority;
  • applying knowledge of complex and integrated IT and Cyber security operations with an integrated view of configuration management, systems change management, asset management, and acquisitions support; and 
  • leading, managing, and advising multiple complex systems engineering projects that support and provide complex and integrated IT and Cyber security operations.
Note: Acquisition Program Manager certification is desirable.
