KEY REQUIREMENTS:

•You must complete a favorable Background Investigation (BI).
•You must be able to obtain and maintain a Secret Clearance.
DUTIES:
This Program Analyst position is located in the Deployment Division, within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be providing advice and consultation on a variety of problems involving the theory or application of statistical methods to managers and other deployment team members, explaining the relationship between various models or metrics used within TSA and their relevance to identifying areas for deployment and operational improvements.
Typical assignments include:
•Utilizing available data sources and participating in the development of recommendations for new and innovative approaches to supplement broad policies and objectives that are directly applicable to emerging equipment deployment issues.
•Analyzing trends in available metrics, identifying problems and those factors most likely to impact operating costs, deployment schedules, and equipment needs.
•Serving as a consultant with individuals, providing guidance and instruction to TSA managers and staff to plan, recommend, and develop original written materials for inclusion in newsletters, TSA/DHS internal publications and other external publications.
•Reviewing data on equipment deployment and requirements to assist in making recommendations for future deployment decisions. This activity may involve reviewing existing policy and equipment allocations to develop needs for additional equipment.
•Reviewing and analyzing outside metrics such as equipment utilization, maintenance and deployment cost to make recommendations on future actions. Analyzing and evaluating security technology programs and operations to determine overall program efficiency and effectiveness in order to improve overall aviation security and operational performance.
•Establishing performance metrics, tracking projects and ensuring effective communication between headquarters and field organizations. Proposing preventative and corrective actions and methods to ensure equipment solutions align with program and equipment requirements, goals and objectives.
•Conducting analysis of OSC correspondence for reports to OSC and TSA Senior Leadership and preparing OSC responses to DHS, reports to Congress, and Questions for the Record (QFRs).
QUALIFICATIONS REQUIRED:
To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector.  Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.  Such experience would include applying quantitative and qualitative analytical methods and techniques; experience establishing, tracking, and evaluating operational metrics; identifying trends and making recommendations; developing correspondence on behalf of leadership; and developing written materials outlining methodology for achieving program goals and objectives.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience.

No additional credit is given for overtime.
