DUTIES:
This Program Analyst position is located in the Deployment Division, within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), and Department of Homeland Security (DHS). If selected for this position, you will serve as a Contracting Officer Representative (COR) and perform duties in accordance with responsibilities delegated from Contracting Officers including package development, financial tracking of invoices, closeout, PERSEC audit support, and other COR maintenance activities. You will maintain a close and effective partnership with Contracting Officers to ensure the Office of Acquisitions (OA) programs, policies, and procedures are implemented consistently and effectively. Typical assignments include:
 •Providing Independent Government Cost Estimates (IGCE) and other supporting information as required by the Contracting Officer, when changes to the contractual agreement are required.
 •Making technical recommendations on requests for Contract and Task Order modifications.
 •Preparing responses to prospective contractor’s technical questions on Request For Proposal.
 •Preparing and evaluating technical evaluation reports.
 •Reviewing contractor invoices and providing recommendations for payment; reviewing contractor requests for overtime.
 •Gathering necessary information and providing expert advice, guidance, and assistance to managers on contractor deployment activities and overall contractor performance effectiveness.
 •Coordinating with deployment coordinators, contract specialists, contracting officers and other TSA stakeholders for effective contract execution.
 •Serving as a subject matter expert in the analysis and evaluation of security technology programs and operations to determine overall contractor program efficiency and effectiveness in order to improve overall aviation security and operational performance.
 •Developing, managing, and conducting field data collection activities to establish baseline performance for aviation technologies to assess contractor performance.
 •Establishing and maintaining effective working relationships with air carriers and airport authorities in a commercial airline/aviation environment.
QUALIFICATIONS:
To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector.  Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.  Examples of such experience would include, but are not limited to applying Contracting Officer Representatives rules, regulations, guidelines, and procedures to complex acquisition program activities; utilizing security technology deployment programs to analyze, review and evaluate program effectiveness and assess program deficiencies; applying quantitative and qualitative analytical methods and techniques to improve program performance; or experience establishing, tracking, and evaluating operational metrics.

 NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
