KEY REQUIREMENTS:

•You must complete a favorable Background Investigation (BI).
•You must be able to obtain and maintain a Secret Clearance.

DUTIES:
This Program Analyst position is located in the Checkpoint Technologies Division, Office of Security Capabilities (OSC), Transportation Security Administration (TSA), and Department of Homeland Security (DHS).  If selected for this position, you will report to the Portfolio Branch Manager and will be performing analytical and project management duties as well as administering and monitoring multiple projects, tasks, and assignments. Typical assignments include:
 •Working with the Project Manager in defining the work scope; performing budget formulation and execution, as well as acquisition and test evaluation activities and project integration.  Monitoring cost, schedule and performance.  Developing and maintaining risk registers to identify project risk and developing mitigation strategies for each assigned project.
 •Coordinating and developing program planning documentation, including acquisition plans, program plans, cost estimates, cost schedules, and performance and benefits baselines.
 •Reviewing all project artifacts throughout all phases of the systems engineering lifecycle ensuring compliance with DHS Acquisition Directive (AD 102-01) and DHS Management Directive for Test and Evaluation (MD 026); identifying gaps and providing status and recommendations to the Project Manager.
 •Researching and investigating project or technology issues, and conducting market research.
 •Analyzing facts, presenting oral and written reports of compiled data, and making recommendations for Project Manager review.
 •Providing analytical support for People Screening Technology projects.  Researching, compiling, analyzing, and evaluating a variety and considerable volume of technical and managerial data, project management processes, and requirements and problems encountered in such management efforts.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

QUALIFICATIONS:
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector.  Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled.  Such experience could include:
 •applying concepts, methods, practices, and efficiencies related to effective program management for security equipment acquisitions programs; or
•applying qualitative and quantitative methods for assessment and improvement of program effectiveness.
 To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector.  Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position to be filled. Such experience could include:
 •demonstrated experience establishing metrics to monitor, track, and analyze project operations.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
