KEY REQUIREMENTS:

•You must complete a favorable Background Investigation (BI).
•You must be able to obtain and maintain a Secret Clearance.
DUTIES:
This Program Specialist position is located in the Business Management Office Division within the Office of Training and workforce Engagement (OTW), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will serve as an Information Technology (IT) point of contact for new equipment, email, and other IT accounts.  You will be working with the Office of Information Technology (OIT) in creating mailboxes, email accounts, and defining and reviewing software requirements.  You will be insuring proper implementation and/or compliance with systems policies, updates and upgrades as well as providing routine diagnostic support and assisting in identifying/defining systems requirements.  
Duties include:
Providing operational services support.  Responsible for space management utilization for workstations and serving as the key control officer and facility coordinator.  Assisting in maintaining accurate inventory asset information (e.g., serving as property custodian and assisting the Accountable Property Officer (APO) in updating user/equipment records.
•Reviewing specifications for procurement of new but established software to ensure compliance with security requirements at the systems or local area network (LAN) level.
•Providing recommendations and best practices into new and revised guidance initiated by the various program offices within TSA concerning IT operating systems and software.
•Ensuring new hires are provided with IT required equipment.  Requesting closeout of the TSA network, email and other accounts and returning IT equipment and wireless devices.
QUALIFICATIONS REQUIRED:
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience would include experience with information technology techniques, requirements, methods and procedures in creating email accounts, defining software requirements, resolving technical issues for employees or performing diagnostics and troubleshooting software and hardware problems;  managing space management utilization for workstations; or serving as the key control officer, property custodian, or facility coordinator.
OR Education: Completion of a Ph.D. or equivalent doctoral degree in a related field; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
OR Combining Education and experience: Combinations of successfully completed progressively higher level graduate education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the band level; then determining the education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.
