SUMMARY:
Under general supervision, counsels, advises and assists veterans, veterans' widows, and dependents on eligibility and application for federal, state and local benefits and entitlements
ESSENTIAL JOB FUNCTIONS:
Essential Job Functions: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following tasks, knowledge, skills and other characteristics. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks.
•             Counsels and advises clients on eligibility for veteran’s benefits and entitlements; disseminates information relating to veterans’ benefits; provides technical assistance on a wide range of veteran services and programs.
•             Assists veterans, surviving spouses, and dependents in applying for benefits from the Department of Veterans Affairs to include disability compensation, disability pension, healthcare burial benefits, life insurance and education programs.
•             Reviews and researches federal regulations, adjudication manuals, medical reference guides and current legislation to stay abreast of constantly changing legal issues affecting veteran entitlements.
•             Serves as liaison between clients and Department of Veterans Affairs, Department of Defense, national service organizations, and other agencies.
•             Networks with veteran organizations, community organizations and all levels of government.
•             Provides outreach and advocacy services for hard to contact elements of the veteran community to include the elderly, disabled, incarcerated, Vietnam-era veterans and others.
•             Counsels and instructs veterans, widows and dependents on financial matters to include pension and compensation pay, overpayments, underpayments, direct deposits, college tuition fee waivers, and educational payments.
•             Updates and maintains a variety of files, records, charts and other documents; gathers, compiles and synthesizes data for management purposes; maintains appropriate records and prepares reports.
•             Performs administrative and clerical duties; prepares correspondence, answer phones, files and maintains records.
•             Adheres to the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552A} as amended.
•             Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
•             An Associate's degree in Business Administration, Public Administration, Social Science, Counseling, or a related field can be substituted for one (1) year of the required experience.
•             Three (3) years of experience in a public, nonprofit or social services agency, or military role providing counseling or advisory duties, or three (3) years of progressively responsible experience performing clerical work in a Veteran’s Service Office.
Other Requirements:
•             Must have served on active military duty discharged under honorable conditions.
•             VA accreditation by a National Service Organization and/or the California Department of Veterans Affairs is required within one (1) year of appointment.
•             A valid State of California driver’s license is required.
