KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Background Investigation (BI).
•You must be able to obtain and maintain a Secret Clearance.

DUTIES:
This Program Analyst position is located in the Office of Security Capabilities (OSC), Behavior Detection and Analysis Division (BDAD), Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will apply your experience and advanced knowledge of program principles, concepts, practices, and techniques to perform multiple and varying assignments in your program area under the limited direction of a manager, project/program manager, or more experienced professional.
Duties include:
•Developing and executing the Behavior Detection training strategy in coordination with other TSA offices; designing and monitoring performance metrics.
•Providing subject matter expertise on training content, development and implementation to meet strategic objectives.
•Managing the BDO training program with support from the Office of Training and Workforce Engagement, including but not limited to designing training strategies, providing subject matter expertise, recruiting and evaluating instructors, and coordinating logistics.
•Defining new training requirements as TSA builds new behavior and detection capabilities.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

QUALIFICATION REQUIRED:
To qualify for the SV-G Pay Band (equivalent to GS-11), you must meet one of the qualification requirements (A, B, OR C) outlined below.
A.  Experience:  If you are qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector.  Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Such experience includes:
•Coordinating or assisting in program management related activities, such as scheduling and monitoring training activity in the field.
OR B.  Education:  Completion of a Ph.D. or equivalent doctoral degree in a related field; or three full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related.
OR C.  Combining Education and Experience:  Combinations of successfully completed graduate level education (beyond the second year) and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
