    KEY REQUIREMENTS:

DUTIES:

This Economist position is located in the Office of Security Policy and Industry Engagement (OSPIE), in the Cross Modal Division (ISSD) Economic Analysis Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will perform special economic assessments relevant to transportation security programs and projects in support of senior economists or as a member of a team of professional economists.  Typical assignments will include:

• Conducting research of economic phenomena, analyzing economic data, and preparing interpretive reports.
• Researching and preparing cost-benefit analysis in relation to the TSA regulatory program.
• Evaluating the economic impact of proposed rule changes.
• Conducting a variety of special studies and analyses of transportation security systems.
• Applying statistical methodology to solve economic problems.
• Collecting, recording, and analyzing data/information and identifying problems.
• Preparing reports of briefings.
• Drafting regulatory analysis.

 

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

 

QUALIFICATIONS REQUIRED:

To qualify for the SV-I Pay Band (equivalent to SV-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector.  Such experience includes:

• knowledge of national policy development and development of the Federal government rulemaking process;
• applying economic theories and principles to assess and resolve transportation regulatory problems;
• utilizing analytical and research techniques (e.g., econometrics, mathematical economics and operations research, cost-benefit analysis, cost effectiveness) to identify quality data sources for economic analysis; and
• using computers and software applications for economic analysis, developing spreadsheets and databases, and word processing.

To qualify for the SV-J Pay Band (equivalent to SV-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector.  Such experience includes:

• comprehensive knowledge of national policy development and development of the Federal government rulemaking process;
• applying economic theories and principles to assess and resolve transportation regulatory problems;
• comprehensive skill in analytical and research techniques (e.g., econometrics, mathematical economics and operations research, cost-benefit analysis, cost effectiveness) to identify quality data sources for economic analysis; and
• comprehensive skill using personal computers and software applications for economic analysis, developing spreadsheets and databases, and word processing.
