Comprehensive Health Services

The Health Care Service Support – Iraq Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.

  • Nurse Practitioner
Nurse Practitioners report to the CHSS-Iraq Program Manager and are clinically supervised by the site medical director and work under the direction of a Physician, Surgeon, or Anesthetist.

The NP will be assigned to treat patients in one of the following settings: (1) Health Units (non-surgical/field medical care clinics), (2) Small medical/trauma hospitals (DSH), (3) Large medical/trauma hospital (DHS).

Some settings may require the Nurse Practitioner (NP) to coordinate with local hospitals to determine local capabilities, coordinate admission, monitor and arrange final disposition.

In addition, some settings will require stabilization of patient and coordination of evacuation of patient to medevac center or CONUS.

The NP will stabilize and prepare sick and injured personnel to a higher level medical facility, and ensure that medical kits supplied to all personnel are maintained as to contents and serviceability. In hospital settings, Nurse Practitioners support the physician in planning and implementing the medical support program (preventive and corrective) to maintain the health of COM personnel.

In some locations, the NP will have a leadership role and serve as both NP and Site Medical Director or Lead Nurse Practitioner.

Nurse Practitioners provide a U.S. standard of care for our patient care/treatment model.

The Nurse Practitioners support the medical function and will treat patients in these settings to ensure proper injury care and disease diagnosis, treatment and recovery, request necessary tests and follow-up visits and refer patients to specialists as necessary.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

Hold and maintain a current unrestricted U.S. (State) license and have either AANP or ANCC certification.

Have three (3) to five (5) years experience as a Nurse Practitioner. Nurse Practitioners with emergency medicine experience are highly desirable.

Have and maintain current certification in Advanced Cardiac Life Support (ACLS), and Cardio Pulmonary Resuscitation (CPR).

Nurse Practitioners who recently completed a Tactical Combat Casualty Care (TCCC) course or comparable advanced trauma course featuring “live tissue” or simulation training are very desirable.

All Nurse Practitioners shall have recent clinical experience in patient care, including at least 6 months out of the past year.

Equivalent non-U.S/Canadian education, board certification, licensing, diplomas and experience may be qualifying, after CHS/DOS RMO review.

All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year

All services shall be provided in accordance with established standards, principles and ethics of the profession and applicable professional specialty organizations.

Note: CHS will provide institutional malpractice insurance as well as individual malpractice policies for the all Nurse Practitioners and Physician’s Assistants.

OTHER DUTIES:

    All Health Care Providers (HCPs) will document care delivered and follow up care required.
    Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
    Nurse Practitioners, at the direction of the responsible General Medical Officer, may be required to will hand carry meals (breakfast, lunch, dinner, snacks) for Hospitalized patients from the dining facility operated by another contractor to the Hospital inpatient ward and return trays or dispose of trash accordingly.

OTHER REQUIREMENTS:

    Nurse Practitioners will require a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
    Nurse Practitioners will sign a CHS HCSS-I Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
    Non-U.S. citizen assignments under this contract in Iraq must undergo, and favorably pass, an Investigation conducted by the Iraq Embassy Regional Security Office (RSO). This background investigation will be conducted by the RSO’s FSNI (Foreign Service National Investigator).
    Maintain the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.

The following requirements apply to all Nurse Practitioners:

    Normal work week is established by the DoS Chief of Mission.
    Nurse Practitioners shall be licensed in the United States or Canada; primary care providers licensed elsewhere will be considered on a case-by-case basis.
    Participate in training, (including HIPAA training) that may be required by DOS or CHS prior to deployment to Iraq.
    All Physician’s Assistants will complete a two week Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the HCSS-Iraq contract. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery.
    Must have a valid, current U.S. Driver’s License or Country of Origin Driver’s License
    Must have a current U.S. Passport or Country of Origin Passport.
    All Nurse Practitioners shall be proficient in the ability to speak, write and communicate in English.
    All shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.

PHYSICAL REQUIREMENTS:

    Must be confirmed by a medical examination to be “medically and dentally fit” in accordance with DOS requirements for service in Iraq
    Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air;
    The climate is desert-like, hot, and prone to dust storms.


  •  Emergency Medical Technician Paramedic (EMTP)
The EMT is clinically supervised by the site medical director or other physician extenders on the work site and ultimately reports to the HCSS-Iraq Program Manager

The EMT will be assigned to treat patients in one of three settings: (1) Field Health Unit, (2) Small medical/trauma hospitals, (3) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician or physician extender.

Interviews patients, measures vital signs (i.e., pulse rate, temperature, blood pressure, weight, and height), and records the information on patients' charts. EMT may be required to draw and collect blood samples from patients and prepare specimens for laboratory analysis.

In some settings the EMT-P may be assigned a leadership role as Lead EMT-P.

The EMT-P will perform emergency skills, such as managing respiratory, trauma, and cardiac emergencies, and patient assessment. Typically, an EMT will deal with bleeding, fractures, airway obstruction, cardiac arrest, and emergency childbirth. EMT will use and maintain common emergency equipment, such as backboards, suction devices, splints, oxygen delivery systems, and stretchers.

EMT-P provides more extensive pre-hospital care than do EMTs. In addition to carrying out the procedures of the other levels, paramedics administer medications orally and intravenously, interpret electrocardiograms (EKGs), perform endotracheal intubations, and use monitors and other complex equipment.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

    High School diploma, GED or equivalent education required.
    Completed an approved Emergency Medical Technician (EMT) course, and certification as a Paramedic.
    Received additional education and training in anatomy and physiology as well as advanced medical skills.
    Associate degree from a community college or technical school sufficient to prepare for the NREMT examination is particularly desirable.
    Clinical and EMT field experience.
    Familiarity with standard concepts, practices, and procedures within a particular medical care field.
    Sufficient EMT or related experience and judgment to plan and accomplish goals.
    Certification by the National Registry of Emergency Medical Technicians (NREMT) PLUS a State Paramedic License OR State Paramedic License, ACLS, PALS, PHTLS and CPR.
    Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS/DOS RMO review.
    Maintain current certification in Basic Life Support (BLS), Cardio Pulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS) and Tactical Combat Casualty Care (TCCC).
    Experience as a Combat Medic or Navy Corpsman is desirable.

DUTIES AND RESPONSIBILITIES:

    Prepares treatment rooms for examination of patients.
    Provides care to patients. Assists patients with personal hygiene, nutrition, comfort, and safety.
    Maintains comfortable, orderly, safe, and clean environment.
    Prepares patients for examinations. Provides routine information related to medical treatments and procedures.

PHYSICAL REQUIREMENTS:

    EMTs and paramedics work both indoors and out, in all types of weather. They are required to do considerable kneeling, bending, and heavy lifting. These workers are at a higher risk for contracting illnesses or experiencing injuries on the job than workers in other occupations. They risk noise-induced hearing loss from sirens and back injuries from lifting patients;
    EMTs and paramedics may be exposed to communicable diseases, such as hepatitis-B and AIDS, as well as to violence from mentally unstable or combative patients;
    The work is not only physically strenuous but can be stressful, sometimes involving life-or-death situations and suffering patients;
    Must be confirmed by a medical examination to be “medically and dentally fit” in accordance with DOS requirements for service in Iraq;
    Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air;

  • Administrative/Logistics Support Specialist
 The Administrative/Logistics Support Specialist (ALSS) is responsible for performing tasks and coordinating activities that ensure an uninterrupted flow of personnel, equipment, supplies and services to Iraq health care delivery sites and timely movement of personnel and material within Iraq. ALSS handle the shipping, receiving and general warehousing for HCSS-Iraq. ALSS make sure shelves are stocked, orders are tracked and invoices are filled. They load/unload trucks and other delivery vehicles.

The Administrative/Logistics Support Specialist (ALSS) reports to the HCSS-Iraq Program Manager or a designated PMO Logistics Manager and is supervised by the site Medical Director or designated logistics manager.

The ALSS is primarily responsible for receiving, storing, recording and issuing medical supplies. They performs receipt, storage, issue, packing and shipping, due diligent care, inspection, quality control, segregation, inventory control, requisitioning, preservation, salvage, and destruction of medical supplies and equipment.

The ALSS also performs receipt, packing and shipping, care, inspection, quality control, segregation, inventory control, requisitioning, storage, preservation, issue, salvage, destruction, repair parts management, distribution, supply management, property management and accounting of medical supplies and equipment.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

Required Skills

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

Requires the equivalent of a two-year college level program in administration or procurement, including Federal procurement systems.

One year of relevant experience in warehousing, administrative and procurement activities is required. Familiarity with Defense Medical Logistics Standard Support (DMLSS) or U.S. Military Medical Logistics is a plus.

Training in the U.S. Army as a 68J - Medical Logistics Specialist (68J) or the equivalent or documented service in a similar military logistics organization is qualifying.

Experience managing government owned-property is particularly desirable.

Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS/DOS RMO review.

DUTIES AND RESPONSIBILITIES:

Logistical support duties include:

    Performs duties to provide clerical, administrative and logistical support, involving supply and maintenance functions, working within the limits of CHS Standard Practice.
    Maintains and updates manual and computerized inventory records and monitors control of medical supplies, equipment and administrative supplies, forms and publications.
    Researches sources of supply and prepares procurement documentation for supplies and equipment. Provides data and research in preparation for capital equipment or high dollar value procurement justification. Furnishes documents for shipment of supplies to offsite locations. Responds to enquiries regarding procurement and logistics policies and procedures and provide assistance to expedite emergency orders.
    Receives and stores medical supplies and equipment in designated warehouse. Issues and delivers medical supplies and equipment to Diplomatic Support Hospitals and field Health Units as requested or as required to maintain established inventory levels.
    Maintains, updates, and reports on property inventory for assigned unit, assists with vehicle control coordination and key control and alternate as property custodian for other units as required. Assists with the development of work requests for facilities maintenance.
    Performs operational readiness checks for communications, vehicles and equipment/supply requirements in support of planned special operations and support. Maintains emergency supplies for contingency operations.
    Performs courier duties to transport equipment, supplies, mail and other items between various assigned sites on a daily basis as required.
    Maintains work area and warehouse in a clean and orderly condition.
    Coordinates with DOS COM stock point counterparts to facilitate delivery of material to HCSS-Iraq health care delivery sites.
    Receives, maintains, and controls government property in accordance with CHS policy and procedure and local SOP and applicable US Law and implementing regulations.

Related Administrative duties and responsibilities

    Assists with the managing the day to day activities and prioritizing tasks.
    Coordinates and implements office services, interprets and communicates operating policies.
    Analyzes unit-operating practices such as record keeping systems, forms control, office layout, and creating new systems or revising established procedures.
    Locates and compiles information and formats reports, graphs, tables, records and other sources of information. Assembles and categorizes facts and figures for written computation and calculations.
    Operates personal computer to access e-mail, electronic calendars, and other basic office support software. Uses various software applications, such as spreadsheets to manipulate and/or format data and/or reports.
    Performs duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training and goals. Ensures safe operating conditions within area of responsibility. Identifies “close calls” and/or safety concerns to supervisory personnel. Maintains a clean and orderly work area.
    Assists in active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO and other mandated regulatory or conformance regulations/standards.

  • Biomedical Equipment Technician  
The Biomedical Equipment Technician reports to and is supervised by the HCSS-Iraq Program Manager or a designated Project Management Office (PMO) official and coordinates their work with the site medical director or other primary medical equipment users (Radiologist, Physicians, Surgeons, Nurses, Nurse Practitioners, Physician’s Assistants, Medical Technologists) on the work site.

The Biomedical Equipment Technician will be assigned to repair or maintain equipment in one of three settings: (1) Large medical/trauma hospitals, (2) Small medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician, (3) Non-surgical field Health units.

In these settings, Medical Maintenance Specialists install, repair and maintain medical equipment to ensure it is clean, safe and functioning properly. This includes Biomedical equipment that requires use of computers with specialized software, hand tools and other repair shop equipment to diagnose and fix problems with a wide variety of healthcare technology. Work on X-ray and ultrasound machines, respirators and heart defibrillators, electric wheelchairs and hospital beds, or medical laboratory equipment is also required. Biomedical Equipment Technician will assist with Medical equipment set up and disinfect laboratory and healthcare equipment so it is safe and ready to use.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

Must have completed a Biomedical Equipment Technology or Engineering training program leading to a diploma, certificate or an associate’s degree.

U.S. Military Biomedical Equipment Technician technical school training certification (4A2X1, 68A, or HM-8478) will also fulfill this requirement.

Certification by the Association for the Advancement of Medical Instrumentation (AAMI) is desirable.

Must have additional training and experience repairing CT scanners and similar sophisticated equipment.

Must have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).

Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS/DOS RMO review.

All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year

DUTIES AND RESPONSIBILITIES:

    Inspect, maintain, adjust, calibrate, and repair a wide variety of electronic, electromechanical, and hydraulic equipment, to include patient monitors, defibrillators, medical imaging equipment (X-rays, CT scanners, and ultrasound equipment), voice-controlled operating tables, electric wheelchairs, as well as other sophisticated dental, optometric, and ophthalmic equipment.
    Perform routine scheduled maintenance to ensure that all equipment is in good working order.
    Perform safety checks and train practitioners to safely operate equipment.
    Disassembles equipment to locate causes of malfunctions or inaccuracies. Repairs or replaces defective parts. Reassembles equipment and adjusts precision components.
    Notifies manufacturers or distributors of uncorrectable equipment malfunctions to arrange for repair.
    Keeps extensive records of equipment checks, both for maintenance and repair.
    Maintains inventories and records supplies and parts.
    Maintains safe and clean working environment by complying with procedures, rules and regulations.

OTHER DUTIES:

    Biomedical Equipment Technician may be required to complete their work near patients and must avoid disturbing them.
    Biomedical Equipment Technician will document trouble and other reports, the work performed, and any system or configurations changes.
    Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
    Shall understand and practice the precepts of the American Hospital Associations Bill of Rights for patients.

OTHER REQUIREMENTS:

    Shall be licensed/certificated in the United States or Canada; Medical Maintenance support providers trained/licensed/certificated elsewhere will be considered on a case-by-case basis.
    Participate in training, (including HIPAA training) that may be required by DOS or CHS prior to deployment to Iraq.
    Shall complete a two week Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the HCSS-Iraq contract.   • General Surgeon 
The General Surgeon reports to the HCSS-Iraq Program Manager and is supervised clinically by the designated site medical director at the Diplomatic Support Hospital (DSH) at the Surgeon’s work setting – normally a Diplomatic Support Hospital in Baghdad, Mosul, Basrah or Kirkuk, Iraq. The General Surgeon will be assigned to treat patients in this largest DOS medical/trauma hospital.

This setting may require the General Surgeon to coordinate with local hospitals to determine local capabilities, coordinate admission, monitor and arrange final disposition. In addition, this setting may require stabilization of patient and coordination of evacuation of patient to medevac center or CONUS. The General Surgeon may have a leadership role (Site Medical Director).

The General Surgeon will provide preoperative, operative, and post-operative management of patient care.

In addition, General Surgeons may be required to assist in stabilization of patient and coordination of evacuation of patient to medevac center or CONUS.

General Surgeons provide a U.S. standard of care for our patient care/treatment model.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

U.S. or Canadian board certified or recently American Board of Surgery (ABS) qualified General Surgeon with interest, training and experience managing the full range of emergency surgical cases including vascular, neurologic, orthopedic and soft-tissue, as well as the full-range of general surgical cases including abdominal, urologic, vascular and soft-tissue.

Must be a U.S. or Canadian licensed physician

Must have and maintain current certification in Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS), and Cardio Pulmonary Resuscitation (CPR)

Recent completion of Tactical Combat Casualty Care (TCCC) or comparable advanced trauma course featuring “live tissue” or exceptional simulation training is desirable. Completion of a trauma fellowship will merit particular consideration.

Equivalent non-U.S/Canadian education, board certification, licensing, diplomas and experience may be qualifying, after CHS review and DoS Chief Medical Officer or official approves.

OTHER DUTIES:

    All Health Care Providers (HCPs) will document care delivered and follow up care required.
    Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
    Maintain the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.

OTHER REQUIREMENTS:

    A Surgeon will require a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
    Local Iraq and other non-U.S. citizen assignments under this contract in Iraq must undergo, and favorably pass, an Investigation conducted by the Iraq Embassy Regional Security Office (RSO). This background investigation will be conducted by the RSO’s FSNI (Foreign Service National Investigator).
    The work week and hours/week are established by the DoS Chief of Mission.

    Surgeons will sign a CHS HCSS-I Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.

Note: CHS will provide institutional malpractice insurance as well as individual malpractice policies for the all Physicians and Surgeons.

The following requirements apply to General Surgeons:

    Licenses are in good standing, are without restrictions, and are kept current through the period of employment.
    ACLS and ATLS will be current throughout the period of employment. A 90-day window is permitted for recertification.
    Surgeons shall be licensed in the United States or Canada; Surgeons licensed elsewhere will be considered on a case-by-case basis.
    Participate in training, (including HIPAA training) that may be required by DOS or CHS prior to deployment to Iraq.
    Will complete a two week Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the HCSS-Iraq contract. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery
    Must have a valid, current U.S. Driver’s License or Country of Origin or International Driver’s License
    Must have a current U.S. Passport or passport from country of origin.
    Shall be proficient in the ability to speak, write and communicate in English.
        All shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.

    Must be confirmed by a medical examination to be “medically and dentally fit” in accordance with DOS requirements for service in Iraq

  • Healthcare Administrator/Logistician
The Health Systems Administrator/Logistician (HSA/L) receives authority from, and reports directly to the Health Care Service Support – Iraq PM.

The HSA/L is responsible for assigned aspects of CHS service delivery objectives for the contract to provide Health Services Support to U.S. personnel, contractors, and authorized foreign nationals in Iraq. The CHS HSA/L will provide all the material, equipment, spares and repair parts and OEM/vendor support necessary to support health care delivery required by the HCSS-Iraq contract.

The HSA/L will equip, supply and sustain health care facilities in locations in Iraq prescribed by the Department of State (DOS) to meet operational requirements as identified in the HCSS-Iraq Performance Work Statement (PWS). The responsibilities of the Logistics Manager include the economic application of CHS resources required to meet HCSS-Iraq program commitments in concert and close coordination with other DOS contractors and activities.

The HSA/L prepares, negotiates and obtains approval for all associated contractor agreements including service level agreements (SLA) for the effective utilization of all contractor resources in service of the COM. The HSA/L serves as PM during the latter’s absence.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

QUALIFICATIONS:

Education

    BS degree in Business Administration, Health Care/Hospital Administration, Logistics Management or a field closely related to the accountabilities and responsibilities of the position
    Masters degree (e.g., MBA, MS Logistics Management) is highly desirable.
    An advanced professional logistics credential (e.g., Certified Master Logistician (CML), Certified Professional Logistician (CPL)) is highly desirable.
    10-13 Years Experience as an Logistics Officer or Senior NCO (E-7 or above) in the US Army or Marine Corps may substitute for a Bachelor’s degree

Experience

    7–10 years progressively responsible medical logistics management or functional management (e.g., Finance, HR, Contracts, QA) experience preferably with some experience in an OCONUS work environment. Health Care delivery in Southwest Asia as a military officer (O-4/O-5) or senior NCO (E-7/E-8) in a Health Care field is particularly desirable.
    The HSA/L must have experience applying FAR-compliant Material Acquisition and Procurement systems, processes and procedures. Must have extensive experience accounting for property acquired under US Government contracts.
    Direct, substantive experience providing logistics management performing several logistics-related services (e.g., shipping/transportation, warehousing, procurement, inventory management, Export Licenses and ITAR/EAR compliance, etc.) for a company operating under US Government contracts is required.

Job Specific Qualifications and Requirements

    The HSA/L manages and direct logistics activities related to the HCSS-Iraq contract.
    HSA/L manages logistics-related risk to ensure material is acquired, documented, inspected, identified, moved, stocked, controlled and issued to satisfy HCSS-Iraq Task Order requirements.
    The HSA/L reports to and supports the HCSS-Iraq Program Manager, DOS/COM officials, government contract oversight authorities, executive management and others meet strategic, operational, and business objectives by providing timely, reliable, auditable and authoritative reports on the status of all material acquired for programs and projects undertaken under HCSS-Iraq Task Orders.

    The HSA/L develops and applies a full range of processes, applies appropriate technology, orients/trains/mentors employees and implements detailed procedures to manage logistical risks inherent in HCSS-Iraq task orders.
    The HSA/L develops and leads a functional organization extended to CHS Headquarters in CONUS capable of continuous improvement logistics management processes on behalf of DOS/COM and health care delivery.
    Maintains or coordinates IT, radio and telephonic communication, transportation and other support services capability that are provided by DOS, CHS partners, DOS contractors and others to ensure no interruption in service to the COM.
    Establishes and maintain patient tracking processes and procedures that will account for patient locations with the HCSS-Iraq health care delivery network.

Additional duties:

    Ensures effective and economical support for PM or DOS requests for products, services, equipment, systems, and consumables including controlled items (ITAR, EAR).

    Complies with all applicable public law and implementing regulations for contractor material management under government contracts
    Collaborates with the PM to ensure Invoices are complete, accurate and well-supported
    Identifies opportunities for and develops initiatives to deliver increasing greater value to the government.
    Coordinates all transportation requirements for movement of personnel (with HR) and material (with Contracts) to and from several OCONUS and CONUS destinations.
    Attends and participates in a variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, contract awards and new policy requirements.

  • Information Technologist
Under the supervisor of the Director – Information Technology, the Information Technology Specialist provides network support and assists with analyzing requirements to plan systems that will provide the capabilities required for projected workloads. Information Technology Specialist serves as technical expert for the development, implementation, management, and support of HCSS-Iraq systems and networks.

An Information Technology Specialist may assist with the planning of various layouts and installations of new systems or equipment at eleven (11) health service delivery locations in Iraq and ensure connectivity with DOS and other systems. In support of the HCSS-Iraq mission Information Technology Specialist may perform in any or all of the following roles as assigned by Director - IT:

Network Administrator - A network administrator is responsible for maintaining HCSS-Iraq local area networks (LAN), wide area networks (WAN), Internet, intranet and network security applications. A network administrator may also be called up to design, install, sustain network hardware/software and supports the CHS and HCSS-Iraq computer network system.

Computer Support Specialist - A computer support specialist supports CHS and HCSS-Iraq and DOS/COM information technology policies and practices by providing technical services to end users. A computer support specialist may be responsible for help desk support and/or technical support. A help desk computer support specialist assists end users via phone or radio by troubleshooting, diagnosing technical issues and providing solutions to computer problems. A technical computer support specialist is responsible for solving technical computer problems by installing and repairing hardware/software applications.

Database Administrator - A database administrator maintains, supervises and tests CHS HCSS-Iraq database management system, as required. A database administrator also schedules and oversees the installation, modifications and changes to database management system. Based on requirements, database administrators may manage a team of database specialists for special transition projects and implementations. A database administrator must have extensive knowledge in database management systems and be able to train end users on policies and procedures.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

A MCSE is preferred.

Five (5) years of experience in a full-time IT Specialist or similar job is required.

A BA/BS in Computer Science, Computer Technology is highly desirable

Requires the ability to read and interpret written information and effectively communicate verbally and in writing where information includes scientific terminology.

Requires knowledge of network planning and basic skills required by a Network Administrator, Computer Support Specialist and/or Database Administrator.

Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS review.

DUTIES/RESPONSIBILITIES:

As assigned by the Director – IT, the IT Specialist:

    Performs IT help desk functions.
    Confers with managers to obtain information on limitations and capabilities of existing systems and capabilities required projected workload.
    Assists with the planning, implementation, and supporting of the network platform and with the installation and maintenance of various Local area networks’ hardware and software infrastructures.
    Assists with analyzing requirements for the computer and network systems technology and reviews available vendor offerings to recommend computer and network architecture solutions to the Director - IT.
    Assists with the planning of future enhancements to the infrastructure including networking needs, such as hardware software and storage solutions.
    Assists with evaluating factors such as number of departments serviced by data processing equipment, required reporting formats, time requirements and cost constraints, and need for security and access restrictions to determine hardware configurations.
    As assigned, develops policy, procedures and controls to ensure only authorized access and use of DoS OpenNet (unclassified, secure system). Assists the Director – IT and the Health Systems Administrator/Logistician account for and control DoS computers and other related IT property.
    Responsible for the day-to-day backup of the network and ensuring the smooth running of the networking process. May be responsible for training users to use new or modified equipment.
    Monitors equipment functions to ensure system operates in conformance with specifications.
    May perform other duties and responsibilities, as assigned by the Director – IT.

OTHER DUTIES:

    IT service providers will document trouble- and other reports, service calls/work performed, system or configurations changes.
    Attends and participates in a variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
    In the rare event of direct patient contact, maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.

  • Medical Laboratory Technician
 The Medical Laboratory Technician (Lab Tech) reports to and will be clinically supervised by the site Medical Director and will work under the direction of the Medical Technologist or other primary medical provider (Radiologist, Physicians, Surgeons, Nurses, Nurse Practitioners, Physician’s Assistants) on the work site.

The Medical Lab Tech will be assist in the treatment of patients in one of two settings: (1) Small medical/trauma hospitals, (2) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a Medical Technologist or physician.

In these settings, Medical Lab Tech performs non-complex chemical, biological, hematological, immunologic, microscopic, and bacteriological tests. Medical laboratory techs collect, handle, process and analyze body fluids, cells and tissues through the application of chemical, biological and physical principles.

Examines and analyzes body fluids and cells and matches blood for transfusions.

In addition to performing a technical function, medical lab techs keep patient records and adjust and maintain equipment. They also may prepare work schedules, evaluate purchases of equipment, or manage a medical technical department.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

High school diploma

Training and 2-years experience in the U.S. Military with service as MOS 91K AIT;

Training and service in a Western Military organization as a medical laboratory technician may also qualify.

The Laboratory Technician will hold certification as a medical laboratory technician through the American Society for Clinical Pathology (ASCP), the American Medical Technologists (AMT), the National Credentialing Agency for Laboratory Personnel (NCALP) or the Board of Registry of the American Association of Bioanalysts (AAB). Laboratory technicians certified by non-US entities and/or non-Canadian entities will be reviewed and approved on a case by case basis.

Must have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).

Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS/DOS RMO review.

    Must be familiar with the American Association of Blood Banks (AABB) requirements for maintaining blood products for transfusion.
    Analyzes chemical content of fluids and tests for drug levels in the blood.
    Prepares specimens, counts cells, and looks for abnormal cells in blood and body fluids.
    Analyzes test results and relays them to physicians.
    Makes cultures of body fluid and tissue samples, to determine the presence of bacteria, fungi, parasites, or other microorganisms.
    Analyzes samples for chemical content or a chemical reaction and determines concentrations of compounds such as blood glucose and cholesterol levels.
    Evaluates test results, develops and modifies procedures, and establishes and monitors programs, to ensure the accuracy of tests.
    Uses universal safety precautions to protect self and co-workers from biohazardous materials, including blood-borne pathogens.
    Orders and stocks supplies as needed and maintains safe and clean working environment by complying with procedures, rules and regulations.
    In addition to preparing patients and operating equipment, radiologic technologists and technicians keep patient records and adjust and maintain equipment. They also may prepare work schedules, evaluate purchases of equipment, or assist in managing a medical laboratory department.

The Medical Technologist will be assigned to treat patients in one of two settings: (1) Small medical/trauma hospitals, (2) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician.

  • Nurse Anesthetist
The Certified Registered Nurse Anesthetist (CRNA) reports to the HCSS-Iraq Program Manager and will be clinically supervised by the site medical director and work under the direction of a Physician, Surgeon, or Anesthetist.

The Certified Registered Nurse Anesthetist (CRNA) will be assigned to treat patients in one of two settings: (1) Small medical/trauma hospitals, (2) Large medical/trauma hospital.

The Certified Registered Nurse Anesthetist (CRNA) will administer anesthetics to patients undergoing medical, dental, and surgical procedures. They will work under the direction of the attending surgeon, dentist, or anesthesiologist. Duties will include getting supplies and equipment ready for procedures, studying and interpreting pre-surgical tests to determine how the anesthetic will affect the patient, and assuring that an adequate blood supply is on hand in case of an emergency.

In addition to administering the prescribed anesthetic, the CRNA will monitor the patient’s vital signs and communicate the information to the physicians. They will also perform other tasks during these medical procedures, such as inserting artificial airways, administering oxygen, and attempting to prevent surgical shock. In addition, they may be required to assist with stabilization of patient and coordination of evacuation of patient to medevac center or CONUS.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

Completed an accredited Nurse Anesthetist school in the United States,

Maintain current certification and an unrestricted license in any U.S. State,

Hold and maintain a current unrestricted U.S. (State) license and have a CRNA certification.

Have three (3) to five (5) years experience as a Nurse Anesthetists.

Have and maintain current certification in Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS), and Cardio Pulmonary Resuscitation (CPR); or have audited an Advanced Trauma Life Support (ATLS) course.

Nurse Anesthetists who recently completed a Tactical Combat Casualty Care (TCCC) course or comparable advanced trauma course featuring “live tissue” or simulation training are very desirable.

All Nurse Anesthetists shall have recent clinical experience in patient care, including at least 6 months out of the past year.

All services shall be provided in accordance with established standards, principles and ethics of the profession and applicable professional specialty organizations.

OTHER DUTIES:

  • Pharmacy Specialist
The Pharmacy Technician reports to the HCSS-Iraq Deputy Program Manager and will be supervised while performing field work by a site medical director.

The Pharmacy Technician will deliver services in one of three settings: (1) Field Health Unit, (2) Small medical/trauma hospitals, (3) Large medical/trauma hospital and assists in the treatment of patients by dispensing drugs and related medical supplies under the direction of a physician.

Pharmacy technician is a HCSS-Iraq staff member who works under the direct supervision of a licensed Physician or Surgeon or other authorized health care professional, and performs many pharmacy-related functions. Job duties include dispensing prescription drugs and other health care products to patients. Pharmacy technicians the pharmacists to participate and develop extended clinical pharmacy roles, such as independent prescribing by site Medical Directors and other licensed staff. A key role is ensuring the security of prescription drugs and pharmaceuticals and control of the pharmacy inventory.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

Must have completed a formal Pharmacy Technician training program leading to a diploma, certificate or an associate’s degree.

U.S. Military Pharmacy technical school training certification (4P0X1, 68Q, or HM-8482) will also fulfill this requirement.

Must be registered in any state and/or be certified by the Pharmacy Technician Certification Board (PTCB) or the Institute for the Certification of Pharmacy Technicians (ICPT).

Candidates who have completed an 'externship' Pharmacy Specialist - IRAQ

in a pharmacy are desirable.

Two years’ experience as a Pharmacy Technician is required.

This position description is applicable to all Family/Emergency/Internal Med Provider (Physician) (General Medical Officer) who may be selected. Hereinafter: Physician/GMO. The Emergency Medicine/Family Practice/Internal Medicine Provider reports to the HCSS-Iraq Program Manager and is supervised by the designated site medical director and may be a:

    Emergency Medicine Specialist (defined by current board certification) with a broad interest and experience in providing primary care across the range of office-based specialties including, but not limited to, GYN, dermatology, ENT, pulmonary, cardiovascular, ophthalmology, orthopedics, psychology and gastroenterology.
    Family Medicine Specialist (defined by current board certified or equivalent board certification) with interests as defined above and with an interest, additional training and practice experience to include the broad range of gynecologic, medical, surgical, orthopedic, psychiatric and trauma emergency.
    Internal Medicine Specialist (defined by current board certified or equivalent board certification) with interests as defined above and with an interest, additional training and practice experience to include the broad range of gynecologic, medical, surgical, orthopedic, psychiatric and trauma emergencies.

The Physician (GMO) will be assigned to treat patients in one of the following settings: (1) non-surgical/field medical care clinics or (2) small medical/trauma hospital (3) Field Health Unit. The physician (GMO) will treat patients in these settings to ensure proper injury care and disease diagnosis, treatment and recovery, request necessary tests and follow-up visits and refer patients to specialists as necessary. Some settings will require physician (GMO) to coordinate with local hospitals to determine local capabilities, coordinate admission, monitor and arrange final disposition. In addition, some settings will require stabilization of patient and coordination of evacuation of patient to medevac center or CONUS.

In some locations, the Physician (GMO) will have a leadership role and serve as both a Physician and Site Medical Director or Chief Medical Officer in support of a Program Manager.

Physicians (GMO) provide a U.S. standard of care for our patient care/treatment model.

    Physicians shall be licensed in the United States or Canada; physicians and primary care providers licensed elsewhere will be considered on a case-by-case basis.
    All Physicians (GMO) shall have recent clinical experience in patient care, including at least 6 months out of the past year.

The PA will be assigned to treat patients in one of the following settings: (1) Health Units (non-surgical/field medical care clinics), (2) Small medical/trauma hospitals (DSH), (3) Large medical/trauma hospital (DSH).

The Physician Assistant (PA) support the medical function and will treat patients in these settings to ensure proper injury care and disease diagnosis, treatment and recovery, request necessary tests and follow-up visits and refer patients to specialists as necessary.

Some settings may require the Physician Assistant (PA) to coordinate with local hospitals to determine local capabilities, coordinate admission, monitor and arrange final disposition.

In addition, some settings will require stabilization of patient and coordination of evacuation of patient to medevac center or CONUS.

The Physician Assistant (PA) will stabilize and prepare sick and injured personnel to a higher level medical facility. The Physician Assistant (PA) will ensure that medical kits supplied to all personnel are maintained as to contents and serviceability. In hospital settings, Physician Assistant (PA) supports the physician in planning and implementing the medical support program (preventive and corrective) to maintain the health of COM personnel.

In some locations, the Physician Assistant (PA) will have a leadership role (Lead Physician Assistant) and serve as both a Physician Assistant (PA) and Site Medical Director.

  • Radiologist
The Radiologist reports to the HCSS-Iraq Program Manager and will be supervised by the site medical director or other primary medical provider (Physicians, Surgeons) on the work site.

The Radiologist will be assigned to assist in diagnosis and treatment of patients in one of two settings: (1) Small medical/trauma hospitals, (2) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician.

Radiologists diagnose and treat diseases of human body, using x-ray and radioactive substances: Examines internal structures and functions of organ systems, making diagnoses after correlation of x-ray findings with other examinations and tests.

The Radiologist will utilize an array of imaging technologies [such as X-ray radiography, ultrasound, computed tomography (CT), nuclear medicine, positron emission tomography (PET) and magnetic resonance imaging (MRI)] to diagnose or treat diseases. They will correlate medical image findings with other examinations and tests, recommends further examinations or treatments, and confers with referring physicians.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

Note: Radiological services may be delivered by telemedicine technology*. If so, no Iraq-specific requirements apply.

  • Registered Nurse - Medical/Surgical
The Operating Room/Medical Surgical Nurse (Nurse – Specialty) may be assigned to delivery health care and treat patients in one of two settings: (1) Small medical/trauma hospitals, (2) Large medical/trauma hospital. Nurses report to the CHSS-Iraq Program Manager and are clinically supervised by the site medical director and work under the direction of a Physician, Surgeon, or Anesthetist.

The following specialties are covered by this Job Description:

· Operating Room (OR) Nurses Provides professional nursing care to patients undergoing surgery. Prepares and maintains operating room for all surgical procedures. Circulates and scrubs for surgical procedures. Responds to surgical emergencies such as cardiac, pulmonary, or respiratory failure and hemorrhage.

· Medical-surgical nurses provide health promotion and basic medical care to patients with various medical and surgical diagnoses;

All Nurses and specialty nurses will monitor the patient’s vital signs and communicate the information to Physicians (GMO). Duties will include getting supplies and equipment ready for procedures, studying and interpreting pre-surgical tests to determine how the anesthetic will affect the patient, and assuring that an adequate blood supply is on hand in case of an emergency. Specialty Nurses will also perform other tasks during these medical procedures, such as inserting artificial airways, administering oxygen, and attempting to prevent surgical shock. In addition, they may be required to assist with stabilization of patient and coordination of evacuation of patient to medevac center or CONUS.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

Bachelor’s degree in Nursing;

Current unrestricted state license as a Registered Nurse; membership in the Nursing Specialty professional association is desirable.

Two (2) years experience in medical/surgical nursing.

Maintain current certification in Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), and Cardio Pulmonary Resuscitation (CPR).

Equivalent non-U.S/Canadian education, board certification, licensing, diplomas and experience may be qualifying, after CHS/DOS RMO review.

All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year

    Assures quality of care by adhering to therapeutic standards; measuring health outcomes against patient care goals and standards; making or recommending necessary adjustments; following hospital and nursing division’s philosophies and standards of care set by state board of nursing; State Nurse Practice Act, and other governing agency regulations.
    Maintains safe and clean working environment by complying with procedures, rules, and regulations; calling for assistance from health care support personnel.
    Protects patients and employees by adhering to infection-control policies and protocols, medication administration and storage procedures, and controlled substance regulations.
    Documents patient care services by charting in patient and department records. Maintains patient confidence and protects operations by keeping information confidential.
    Ensures operation of medical and administrative equipment by completing preventive maintenance requirements; following manufacturer’s instructions; troubleshooting malfunctions; calling for repairs; maintaining equipment inventories; evaluating new equipment and techniques.
    Maintains nursing supplies inventory by checking stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; verifying receipt of supplies; using equipment and supplies as needed to accomplish job results.

OTHER DUTIES:

    All Health Care Providers (HCPs) will document care delivered and follow up care required.
    Attends and participates in a variety of meetings and task force groups to improve quality and outcomes,, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
    Maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.

OTHER REQUIREMENTS:

    Nurses will require a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
    Nurses will sign a CHS HCSS-I Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
    The normal workweek is established by the DoS Chief of Mission.
    Non-U.S. citizen assignments under this contract in Iraq must undergo, and favorably pass, an Investigation conducted by the Iraq Embassy Regional Security Office (RSO). This background investigation will be conducted by the RSO’s FSNI (Foreign Service National Investigator).

Note: CHS will provide institutional malpractice insurance as well as individual malpractice policies for Nurses, Physicians and other primary care providers.

The following requirements apply to all Nurses and nursing specialties:

    Shall be licensed in the United States or Canada; primary care providers licensed elsewhere will be considered on a case-by-case basis.
    Participate in training, (including HIPAA training) that may be required by DOS or CHS prior to deployment to Iraq.
    Shall complete a two week Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the HCSS-Iraq contract. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery
    Must have a valid, current U.S. Driver’s License; or Country of Origin Driver’s License or the equivalent
    Must have a current U.S. Passport; or Passport from their country of origin.
    All Nurses shall be proficient in the ability to speak, write and communicate in English.
    All Nurses shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.

PHYSICAL REQUIREMENTS:

    Must be confirmed by a medical examination to be “medically and dentally fit” in accordance with DOS requirements for service in Iraq
    Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air;
    The climate is desert-like, hot, and prone to dust storms.
  • Registered Nurse - Operating Room
The Operating Room/Medical Surgical Nurse (Nurse – Specialty) may be assigned to delivery health care and treat patients in one of two settings: (1) Small medical/trauma hospitals, (2) Large medical/trauma hospital. Nurses report to the CHSS-Iraq Program Manager and are clinically supervised by the site medical director and work under the direction of a Physician, Surgeon, or Anesthetist.

The following specialties are covered by this Job Description:

· Operating Room (OR) Nurses Provides professional nursing care to patients undergoing surgery. Prepares and maintains operating room for all surgical procedures. Circulates and scrubs for surgical procedures. Responds to surgical emergencies such as cardiac, pulmonary, or respiratory failure and hemorrhage.

  • Tactical Medical
NOTE: This is a notional position contingent upon contract award.

Job Duties: Provide medical support or “out of hospital care” in a tactical environment. TM will work under the supervision of a physician assistant, physician or nurse practitioner. Work with team members in the performance of a wide variety of missions that may include, but are not limited to, personal security details, supporting de-mining operations, convoy operations, and support for civilian contractor operations. The Tactical Medic will perform as an integral team member and take part in all duties assigned by the team leader. After appropriate level of training, provide emergent and non-emergent medical support such as treatment of minor acute illnesses in field conditions to include but not limited to fluid resuscitation, hemorrhage control with hemostatic agents, airway support, and life support for patients with prolonged casualty evacuation times.

Other Duties: Track and maintain individual supply requirements, assist in training activities of fellow medics and team members, attend courses that have relevance to assigned duties. Operate up-armored vehicles. Provide supervision for other CHS tactical medics if placed in team leader role.

Qualifications: Current civilian certification as an EMT-P or international equivalent.
At least 1 year experience in a high threat environment
Operational or tactical medicine training with certificate of completion highly desired to include:

    US Army Special Forces Medic (18 Delta)
    USAF Pararescue (PJ)
    US Navy or USAF Independent Medical Duty training
    Other Government Agency medical experience ie; FBI, CIA, DEA
    Other tactical/ operational medical training such as OEMS or T1G
    Other international equivalents valued and considered


Familiarity with the M-4, M-9, Glock and Sig weapons system.
Holds or would be willing to obtain a Sponsor Industrial Security Approval TOP SECRET or SECRET clearance, or equivalent, which includes an in-depth background check, including criminal, financial, and educational checks will be performed.
Candidate must complete PSD/tactical driving course.
Successfully pass medical, physical fitness and psychological screening.
Must have or be able to obtain a US security clearance.
Unrestricted driver’s license with International driver’s permit.
Excellent communications skills.
Fluent in English.
Current unrestricted US passport.
