KEY REQUIREMENTS:
•You must possess U.S. Citizenship or be a U.S. National.
•You must complete a favorable Single Scope Background Investigation (SSBI).
•You must be able to obtain and maintain a Top Secret Clearance/SCI.
•You must pass Drug and Alcohol Screening, subject to random drug tests.   
       
DUTIES:
This Program Analyst position is located in the Office of Intelligence and Analysis (OIA), Vetting Operations Division, Secure Flight Mission Support Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will perform business requirements gathering, analysis, and documentation.  You will be responsible for leading analysis sessions with stakeholders, interpreting broad policies or objectives, and developing new policies, procedures, and requirements consistent with overall TSA strategic objectives and operating requirements.  Typical assignments will include:
•Performing requirements management across multiple complex business process areas and multiple parallel system releases, managing the work of several resources.  Defining and ensuring the processes to plan for, develop, track, and validate business requirements through the Systems Development Life Cycle (SDLC) are followed and documented in accordance with release milestones.
•Leading large program/project teams for assignments of long duration and significant scope.  Leading, planning, organizing, and directing cross-team efforts to define and develop policies, procedures, and requirements including identifying risks and issues, and proposing mitigating actions or solutions to senior management.  Presenting comprehensive sets of recommendations to management that often involve substantial program resources, extensive changes in technical and procedural capabilities, and far-reaching impact to other programs internal and external to TSA.
•Assessing the immediate and long-term impacts and benefits, and defining the requirements to enable proposed program policies or procedures which directly impact the traveling public or other TSA or DHS programs.
•Analyzing, documenting, and re-engineering business processes to improve organizational performance to include such things as creating As IS/To Be business process flows and Analysis of Alternatives (AoA) documents to determine appropriate solutions to identified challenges.  Identifying and analyzing problems both independently and in collaboration with other stakeholders to generate a variety of alternatives, and making recommendations on highly complex projects, policies, or issues to senior management.
•Developing external networks, building alliances, and collaborating with a wide range of stakeholders.
Developing and providing guidance to less experienced professionals, managers, and support staff as the primary lead and subject matter expert.
•Providing expert consultative advice, instruction, and guidance within TSA and on intra/inter-agency groups to address diverse and highly complex initiatives and challenges, which impact multiple projects, programs, and functions as the primary point of contact.
