KEY REQUIREMENTS

  • You must complete a favorable Background Investigation (BI).
  • You must be able to obtain and maintain a Secret Clearance.
  • You may be required to complete a one year Supervisory Probation Period.

DUTIES:

This Program Specialist position is located in the Transportation Security Redress, Civil Rights and Liberties, Ombudsman and Traveler Engagement, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position you will serve as the Redress Operations Chief providing direction in day-to-day operations (by Federal government and contract personnel), which includes the traveler engagement and communication processes, TSA adjudication processes, and reviewing final decisions from component level adjudications to ensure appropriate communication to the traveler.  Duties include:
  • Supervising a team of four FTEs and several contractors in processing redress cases filed by the traveling public; assuring quality of processing.
  • Providing advice to specialists concerning complex cases.
  • Exercising supervisory duties and responsibilities over the FTEs such as, evaluating performance, granting leave, and imposing discipline when necessary.
  • Exercising leadership by providing guidance to less experienced specialists, professionals, managers, or administrative support staff.
  • Defining and developing internal procedures.
  • Predicting potential issues and proposing preventive action.
  • Communicating directly with the public for routine individual redress inquiries.
  • Leading a team or program in tracking and analyzing performance and identifying and applying improvements in case processing.

QUALIFICATIONS REQUIRED:

To qualify for the SV-J Pay Band (equivalent to the GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
  • directing all aspects of a program ensuring that work progresses toward achieving goals and objectives;
  • applying program effectiveness and strategies ensuring performance standards are met; and
  • experience with the process of addressing problems, adjudicating or resolving inquiries and providing quality review of final determinations. 
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
